Swamp Thing questions

Ok, I stopped reading the new Swamp Thing series after they neutered Tefe, but I read it now and again, if only to shake my head in disbelief. Anyways,

1)In #1 Swampy still had his god powers, but in the last Swamp Thing series, he told Tefe he'd depowered himself. Did he lie?

2)Swampy was depicted as giving up Alec Holland's "soul" twice: once in Hellblazer, then again in the new Swampy series. What, did it grow back?

3)why is DC still publishing this crap?
