Okay, I think this is ready for public consumption.

This is a list of publishers and projects interested in scripts, proposals, and queries without requiring an artist attached, with links to their guidelines pages. There ain't many. As with all writing markets, read and follow the guidelines carefully. Also read and get a feel for what a publisher releases before submitting.

If I missed any publishers, feel free to let me know.
