That looks like Terra-Man, a villain who had a western theme. For a moment there I thought it was Jimmy, which would cast a much weirer light on things.

My question about that cover is: Since when was the World Trade Center in Metropolis?

If one thing's certain, it is Pre-Crisis' "exotic" covers, that differ in some way from what actually happens in the issue...

Or do they?

Spending too much time at the superdickery.com site's extensive collection of strange Superman-related covers and looking at posts like this one, I wonder if there are actually any pre-Crisis Superman covers that have no weird or disturbing subtext.
