Yes, they are frowned upon.
Any person found having multiple accounts without a very, very good reason will have, at a bare minimum, those accounts merged. It is also likely one or more of those accounts will be banned.

So if anyone reading this uses multiple accounts then it would probably be wise to speak up now.
