The final story of the last Green Lantern series featured Major Force, at the behest of the government, trying to get Kyle's ring.
Now supposedly, the seeds of Infinite Crises have been sown as Donna Troy's death, which predated this arc by a few months. So do you think it's possible that the "shadow government" Force referred to was Checkmate?
It might seem hypocritical that a humans-first organization would employ a super powered operative, but it's no different than Max controlling Superman. And if they could utilize a GL ring as a weapon, especially if they could mass-produce them, that could really put them on par with the world's super heroes.

hmm good idea..no reason why this shouldnt be tied in, even if it wasnt meant that way and just a throwaway conspiracy-like comment

Amanda Waller has been using super-powered operatives for the government for a long time now - the suicide squad for instance. Major Force should be one of her operatives as she was the one that took over the imprisonment of Major Force after he got beaten by superman.

But isn't Waller in jail now, following the end of the Luthor presidency? And wasn't it Checkmate that tried to take her out in prison? (which would explain why that story was reprinted in the Prelude to Countdown book)

Waller isn't in jail , she was last seen trying to work some kind of deal with Atom Smasher in the latest JSA issue after his imprisonment.

I assumed she was in the next cell. If she'd been released, I think we'd have seen it happen (unless we did and I just missed it).

Theoretically, you could ask the ring to just create other rings. I think Kyle's ring had a block against doing that, but after the Ion story I don't know what rules were changed.

Back in the day, rings could be willed to beget other rings. All that changed with Kyle's ring, which couldn't. Although eventually he did get his hands on a ring that could create other rings and he started giving 'em out to people, Jade most notably.
However, in Red Son, the US government did manage to reverse engineer Abin Sur's ring and create a GL Corps of their own to go after the Soviet Superman... So it's not impossible to think that something similar could happen in the mainstream DCU

Wouldn't make a lot of sense if the door in Atom Smasher's cell just leads to another cell unless it's some artistic flaw.

Amazo can produce his own GL ring, and he was an android built by a human (albeit a brilliant one) named Professor Ivo.
Though that goes back to what Kramer has said elsewhere re: reverse engineering the Manhunter tech. I prefer to think of the Guardians as so far beyond our current level of tech that the rings are indistinguishable from magic to us. If this is the case, then an Earth scientist reverse engineering it would be like a guy from the Stone Age reverse engineering a pocket calculator.
