IIRC, he was once a member of JSA (not the current incarnation of the group). Do you think he would be a good fit for the Justice Society?

Who is the JSA would have problems with Bruce (as Batman) as a member of the JSA? And vice versa. Well, besides Carter.

I think it'd be a stretch.

For one thing, the team already has its own Batman type in Mr. Terrific (and, to a lesser extent, Dr. Mid-Nite). For another, the continuity in which Batman was a member no longer exists.

If Batman's going to be on a super team at all, I think the JLA or the Outsiders are the only viable options.

Nah, it wouldn't work for several reasons...
For one thing, the JSA are generally pretty close. The JLA have an understanding that they are individuals who get together to fight crime. The JSA are a team that fights crime together. In that respect the JLA is a much better fit.
Also, the JSA has Dr.Mid-Nite, who is too similar to Batman. It would make no sense to have two supergenius, nonpowered heroes with similar costumes on the same team.
Batman's time with the pre-crisis JSA never happened in continuity.
Batman is not particularly close to anybody on the JSA, though he does have respect for them. On the JLA he has chemistry with both Superman and Wonder Woman. He founded the Outsiders and has history with that team.
I'm sure I could think of more, but these are reason enough.
