If Gotham is such a busy city, it should have traffic, pretty much 24/7. So how come Batman can always get around downtown wherever he wants at his over-the-speed-limit speeds and never run into a jam?

I'm sure he has some sort of Bat-navigational system which tells him which roads are backed up. Also I don't think rush hour is at 2 am in Gotham when Batman is crussin around.

Good public transit?

He has a navigational device, that not only tells him where traffic jams are.
But he also has a device that can control traffic, and change the traffic light phasing so he doesn't run into traffic

Don't you know that after Batman made his "first appearance" in BATMAN BEGINS and his freakin Bat-Tank destroyed half the cars in Gotham by running them over, that the insurance rates skyrocketed, forcing Gotham's citizens to forego automobiles in favor of public transit?

I always have believed that Bats had a series of tunnels underneath gotham to get him to where he needs to go.

Back rodes, underground tunnels, devices that change traffic flows navigational systems. Many different, and cool, techniques.

And Raven, when Batman has somebody poisoned my a toxic gas, and he's trying to get them to an antidote, he doesn't have time to obey the rules. Or, didn't you know that THAT'S what heros do? They save lives.

I'm pretty sure Batman only uses the batmobile when there's a crime on like, the other side of town. The rest of the time, he jumps the rooftops and stuff.

Batman can’t navigate to most places quickly due to Gotham being a small island with the size and infrastructure that rivals New York. If he could drive anyway quickly he wouldn’t need the batplane, bathelicopter, underground battrain (I kid you not check out pre cataclysm stories), and all his other cool toys. Why else would he have to use a grappling hook if not to swing over busy traffic?
