Though if he WAS put there and said "I KNOW WHO BATMAN IS" I think it would be doubted because the guy is nuts AND they would just have Dick show up dressed as Batman at a function attended by Bruce.

Probably Blackgate rather then Arkham. (Blackgate still around or was it destroyed in NML?)

No Blackgate wasn't destroyed by the quake. Batman sent Nightwing in to take it from that KGB dude. That's also where Batman took Black Mask after he captured him in NML.
