Samuel Vimes, the Commander of the Watch from Terry Pratchett's Discworld. Imgine Dirty Harry, only he's a recovering alcoholic with detective and tactical skills that would impress even Batman, and when he delivers that "do you feel lucky, punk?" line he's not holding a gun, he's holding a small dragon.

Way back in the day, pre-Crisis, he had some level of police sanction. And in the original movies, he and Robin were FBI agents.
But otherwise, yeah, they ain't cops.

She's a New York cop who's a sociopath. Once told a reporter to get out of her way or she'd blow off his kneecaps. She wasn't kidding.
Her last name turned out to be a rather macabre way of remember a traumatic event that happened during her childhood.
Stalked a guy, screwed with his life in every way imaginable until he jumped off a building, quite obviously killing himself while she was there with a hint of a smile on her face. All because she knew he was guilty of murder but couldn't prove it.

Actually Adam West Batman has been "deputized" or something like that by the GCPD making him official. I forget the exact wording but Commissioner Gordon said it in the movie.

First, in regards to Batman being a cop, in the Batman movie based off the 60s television series, it was revealed that Batman and Robin were deputized(by the Gotham City PD if I remember correctly). However, as far as I'm aware this only applies to the rather silly version of Batman and Robin from the 60s era tv show.
I'd probably say that the most badass cop is John McClane. Much as I love Robocop, when he goes into battle he has a lot of advantages backing him up that more human cops dont get, and that has to take away from his badassness, at least a little.
I would also like to give special mention to the Stallone character Detective Marion Cobretti(spelling?), aka Cobra, from the movie of the same name.

yeah, i think the body count according to max himself was either 500 or 600, and as you said, that's just in one night.

No-one mentioned so far beats Samuel Vimes in pure badassery.
Sure he isn't the most powerful, far from it; but that just increases the badassery of playing firework-fetch with a werewolf and arresting two warring armies.
The original Joe Dredd is second, with Carrot third.
I've not read the new Dredd so am not sure on him.
