Yes, that clue helped. Basically I was getting a "Golden Age" vibe from the first clue. I thought it might even be an early Batman or Superman cover, knowing how bright yellow was a popular background color then, and cartoony elements often turned up on super-hero comics. (Of course your second clue eliminated those.)
I went to Mike's Amazing World of DC Comics because he groups titles by ages. Down at the bottom of the Golden Age page was Funny Folks with a couple of alternate titles it was known by. Believe me, I was more amazed than anyone I had found it. I'd never even heard of Funny Folks!

It's a pretty good title.
I picked up a stack of them from 1948-1952 for $2 each.
DC House ads from that period are interesting because so many titles were changing.

Obviously Charlton from the start, this took me a while to track down. I had to get the GCD to list every Charlton title alphabetically, then look for fantasy/sf titles that began in the 1950s and had revivals in the 1980s. I even thought at first that it might be one of those odd sf/western hybrids that Charlton seemed so fond of.
Incidentally, if someone would be so kind as to give me £1, 000 for every car title Charlton published, I'd be very grateful. In return I would invite that kind soul to my party to celebrate paying off my mortgage.

The green face in particular looks like something Alex Nino might have done. A lot of the Filipino artist had styles influenced by Nino, though, so it might be one of the many others. Definitely Filipino though, right?

This looks like the work of Filipino artist Fred Carrillo, who just passed away a few weeks ago, but I can't find any source that will confirm my guess, and the stylized signature is too ornate to be definitive. Anybody else think it might be Carrillo's work?

Yes, I definately had Marvel family colouring in mind before my Dell Xmas theory. I can now discount said theory after trotting through the entire run of Four Color Comics on the GCD. I suppose I should start a separate thread to ask if anyone knows the ins and outs of why Dell switched from 'adjectiveless Zorro' to 'Walt Disney's Zorro' at some point in the 'fifties. I assume that they thought the additional licence payments would be more than compensated for in increased sales. Or Disney bought (or licensed for a long period) Zorro and Western wanted to stay on Disney's good side.

Doh! I'd forgotten the Superboy/Superboy and the Legion of Super-Heroes/the Legion of Super-Heroes sequence. I was initially going for All-American (Comics/Western/Men of War). Very tricky, LR. I should probably not mention my extensive investigation of (New) (Adventure) Comics as it only occurred because I'd forgotten the hint that the series started in the 'forties.

This is puzzling. Ditko clue points to Charlton, and I could swear that hand and the bubbling test tubes is classic Wayne Howard. But I've checked Midnight Tales and the other horror titles from the '70s and don't see anything. I must be missing something...

I don't recall seeing this one at Oddball either - I picked it up on eBay a while back because the cover is so awesome (Frankenlincoln!) and I wanted to see what Ditko was doing working for ACG at this stage in the 60s. It's just a short little story - but fun stuff.

Even after the Pete Morisi clue (who else do I know who was both a comic book artist and a cop?) I didn't figure it out. Tough one, for sure.
By the way, Michael Ambrose's wonderful zine, CHARLTON SPOTLIGHT, features Pete Morisi in the most recent issue (#4). The "PAM" tribute issue features memoirs, interviews, commentary and lots of unpublished art. Check it out:

In fact, I looked at the issue to see just when Pete became a cop, because I thought he was a police officer before he started drawing, not after, as LR's clue indicated. LR was right, though -- Pete Morisi became a New York City Police officer in 1956. Boy Comics #110 was published in April, 1955, and Morisi was drawing for comics well before that.

ALL-STAR WESTERN had many a great cover. This one made me think that another motif that has appeared quite frequently is that of the hero blinded, albeit temporarily. Maybe there aren't as many as I think, but I know of at least two SUPERBOY issues (late 60s) and OUR ARMY AT WAR's "Eyes of a Blind Gunner" issue off the top of my head.
I'll bet there were a bunch of Kanigher war titles that used this gimmick, and I seem to recall a BATMAN (Not the ones that had B&R pursued by a gang of blind men) and/or a SUPERMAN title that did, too. Oh, I know. There was a 48-page, 25-cent BATMAN by Adams that showed a blind Batman in a Santa beard knocking on a poor child's door.
I've gotta check on these. Am I exaggerating how many there are of this "blind hero" shtik?
And of course, DAREDEVIL doesn't count! :)

Not to belabor the point (And thank the gods for the GCD when you have OCD!), but OUR ARMY AT WAR had a blind hero on the cover at least four times: 75, 113, ("Eyes of a Blind Gunner"), 159 and - get this - ten issues slater: 169!

Well, I'd have got there in the end, having confined my searching to 1950s Atlas horror/mystery... but to me Spellbound the film is a Hitchcock, not a documentary.
Still, I spent some of my time today usefully. I can tell everyone that there were some good covers on the 1950s Atlas horror/mystery titles. However, I suspet most of us knew that already.

At the current exchange rate, it's about 35 years but we tend to live longer because there is a slightly greater distance between McDonald's than in the U.S.
In terms of the computer - hopefully I haven't lost anything. It's the strangest thing - I go to turn it on and nothing happens. Everything else hooked up to the same power bar (with surge protection) is working just fine. I unplugged and replugged all cords and connections, but nothing. It may be nothing, but I just haven't had time to deal with the problem.

Dead power supply in the computer is the most likely answer to that. Replace it and you should be fine. Likely won't lose any data.

I do apologize for the delays. Work fronts and personal issues have curtailed a lot of my hobby activities for the past couple of months. I was even late buying issue #3 of Astro City's Dark Age.
Things are turning around a bit now and some time slots are opening up now. With the White Sox in the Series (WOO HOO!) I'm hoping to get moving on a lot of miscellaneous home errands this weekend, while I watch the Astros get pounded into the turf.
