THIS IS NOT FAVORITES. There have been a ton of villains in the Batman films, but which are the top five of them? My list as follows:
1. Rah's Al Ghul-Not only was he skilled enough to take Batman on, but Rah's was always in touch with what was going on and how to counter it and making it a threat to the chosen city.
2. Joker(Batman)-The first villain of the four movie series, he literally screwed up Gotham.
3. Scarecrow-The base of the so called end of Gotham City with his Fear Gas.
4. Catwoman-Must I explain?
5. Riddler(Batman: The Movie)-The true evil mind behind the Batman crisis.

Dude...Michelle Pfieffer as Catwoman, honorable mention?! Are you on crack!? She TOTALLY played that part like a freakin ROCKSTAR!

btw, those last two were a real stretch. SOO much potential but squandered by an insane director who enjoyed black light paint WAAAAY too much

The only ones that have truly been done well in live-action movies are Joker, Catwoman, Scarecrow, and Ras, IMO. The others were either incredibly stupid and over the top(Riddler, Freeze, Ivy) or not the characters they were supposed to be(Penguin, Bane, Two-Face).
God, I hope Ivy gets a decent appearance in the new movie series someday. She's an a-lister so she has a chance...though I know Joker and Two-Face are next, as they should be. Still, I think an Ivy done right...one focused on more of the eco-terrorist instead of nutty seductress...would be awesome...
Personally, I think linking her with Ras is an idea that should have been done by now. Having her work with him to "cleanse" the world of the barbaric nature of humanity and restore the world to a more natural state...I think it's a team-up that writes itself.
I'd also LOVE to see Clayface done with a top-notch special effects team. That would be badass.
Throwing in a random b or c-lister here and there would be cool, too. Characters that are just there for a little bit of action, to pace out the more important bits. A Killer Croc or Scarface or Shiva appearance...just to throw a bone at the fans.
A Riddler more like his animated version would kick ass, too.

You can't be serious!!! Scarecrow got beat down by a woman!!! And not to spoil anything, but the guy who played Ra's can't hold a candle to JACK.

I haven't seen Batman Begins so that won't be in my list
1 - Riddler (Adam West era)
2 - Penguin (Devito)
3 - Penguin (Adam West era)
4 - Joker (Adam West era)
That's all I've got. I didn't like any of the others

1. Don't be sexist.
2. Rah's was WAY smarter and more skilled than Jack Nicholsen's Joker, thus diserving to be number one.

Honorable mention: Mr. Freeze(Batman and Robin). Arnold had all the emotional and angst moments down pat. In my opinion, if there was a better script and story, and less humor, Arnold would have been perfect.
Best out of all the movies.

In the 1960's, the Great Burgess Meredith played the Penguin, Danny Devito played him in 2nd Burton movie, and Paul Williams voiced him 1990's Animated Batman.
1) Jack Nicholson's Joker
2) Frank Gorshin's Riddler
3) Danny Devito's Penguin
4) Juile Newmar's Catwoman (She was sexy in the 1960's.)
5) Perlman's Clayface (Yes, I know he's animated.)
