Rayqueza, the green undulating dragon Pokemon thing that fought against Deoxys in the Pokemon movie is pretty powerful.

It blew away Deoxys with one sustained blast from it's breath the first time they fought.

Then in the movie, the second time they fought, Rayqueza wore Deoxys down after chasing it all around the town and fighting with it. It took the second Deoxys creature to unite against Rayqueza to defeat Rayqueza.

So if your scale says if one Deoxys is a 10, then there must be a higher number for Rayqueza because one Rayqueza beats one Deoxys. But one Rayqueza gets beat by two Deoxys.

Either that, or give Rayqueza the 10 and move Deoxys down on the scale accordingly.
