Missing Headless Horseman Cartoon

I remember seeing a film projection cartoon when I was in elementary school one Halloween. It was supposed to be a sequel to the old Headless Horseman cartoon in which the Headless Horseman comes back to Sleepy Hollow. One of the towns people (one of Ichabod Crane's relatives?) tries to discover why he has returned but soon finds out that it is a witch who is transforming herself into him for one reason or another. I can't seem to find ANY trace of this cartoon on IMDB.com but think it might be called "The Headless Horseman Rides Again". I also can't find any information about the cartoon on any websites. Does anyone else remember this cartoon, or knows of a place with more info on it?
