Could have Vegeta attained SS level without meeting Goku?

He would have kept training if it weren't for Goku but it was his anger and powerlessness against Trunks and Goku that brought that transformation on.

Could he have done so if he didn't me goku?

I doubt he'd ever have attained it. Without his journey to Earth I think his eventual power level would have leveled off at well under 100,000; and without the ki sense he gained sometime after the fight on Earth he'd never realize this would pale against even Furiiza's first form. He'd challenge him and die; whether Furiiza would then kill Nappa and Radittsu is up for debate.

With the appearance of SSJ Goku in his life, Vegeta hated the fact that a peasant saiyan achieved the legendary status of SSJ, before him, a royal saiyan. I doubt that he would have the drive to become a SSJ. So therefore the answer is no.
