Well he is supposed to have some kind of non-sneak up ability and a one shot psi blast of some kind.

I find Grifter doesn't get a lot of respect actually. I rather blame WildCATs/JLA.

Grifter doesn't need a fully active gen-factor, all he needs is to be able to use some of it and unless I missed something he can still use his powers, he just doesn't like to beacuse of the danger. That and he can in fact sense people(IIRC it's their life force he senses) and therefore cannot be snuck up on.

Well, if he has some kind of reasonably potent offensive or defensive power, or some kind of speed enhancing trick, yeah, he can win.

We have some feats/powers for Grifter?
According to Wiki, which isn't exactly reliable, his Telepathy and PK have gone to garbage.
As a result of the Gen-factor exposure, Grifter had strong powers of telekinesis and telepathy. These powers began to burn out over the years and by the time of the Dead Reckoning mission, his telepathic assault was only enough to give an enemy agent a bloody nose. His Coda-training sealed his psionic powers away, but he can still use them under certain circumstances (usually the presence of another Team 7 member so that they can combine their powers).
Is this factual?

There was a scene where he killed and suicide bomber and his comrades. He was in a building with his back turned to the window found the suicide bomber in the crowd and made him return back to base to kill the other terrorist.

Mind control, eh? How well does it work? What's the best person he has used it on? No-name flunkies? Or has it worked more powerfully in the past?
Just trying to get a grip on his abilities.
The psychokinesis - how about that? What's his top end with the PK?

He's used mind control on multiple people at once. He simply has to get into someone's head to control them and he does it all to easily. He was in Midnighter's head without him knowing until he decided to say something.

That's the only way he'll win this. If he tried to fight her H2H or with weapons he'd lose badly.
