I hear of L.E.G.I.O.N., that it's good. And of Lobo. I am reading Legion of Superheroes right now, and LOVING it a lot. So I think I'll pick the back issues to that up.
What are some good classic post crisis DC reads from the quarter bins?

It's not post Crisis and it's not in the quarter bins, but Adams/O'Neill Batman is the best old DC stuff

My favourites from the last 20 years (and assuming you're talking about ongoing series only):
1. THE SPECTRE (Ostrander and Mandrake)
2. STARMAN (Robinson)
3. CATWOMAN (Brubaker)
4. SUICIDE SQUAD (Ostrander)
5. ANIMAL MAN (Morrison and Truog)
6. BLOODHOUND (Jolley and Kirk)
7. CHASE (Johnson and Williams)
8. THE QUESTION (O'Neil and Cowan)
9. DOOM PATROL (Arcudi and Huat)
10. ICON (McDuffie and Bright) - though this one's a Milestone/DC book
With the exception of ANIMAL MAN and maybe CATWOMAN, most of these books can be found in the cheapie bins.

While not a part of DC continuity, around 1990 there was a title called The Shadow Strikes! Gerry Jones let his love of the character shine through. The best I've seen it done in the comic form. Highly recommended.

Well Alan Moore's run on The Saga of the Swamp Thing started in 1984 so it's cutting it a little close but this would have to get my vote regardless.

Post-Crisis...
Waid/Ramos Impulse is an excellent book that has something for everyone, from humor to Poignancy. That was back when Ramos was still a great artist.
I also recommend GL: Mosaic. I'm not a big fan of Gerard Jones, but this is powerful, original stuff. It's weird. No doubt. But that's a good thing. This is probably the best thing DC-proper published in all of the nineties.

Gotta agree with that.
I also loved Young Justice, by PAD. And Sovereign Seven, which is probably a very unpopular choice with everyone else here....
