We all seem to know who the big guns are in the DBZ world ,but who are the big brains and how do they compare with each other?

Dr. Gero hands down. The guy can build sophisticated artificial intelligences with self-sustaining power units.
Then again, I seem to remember that Bulma's corporation put Gero out of business, so she's doing something right.

Dr. Briefs' technology is pretty impressive stuff as well. Besides the obvious capsules, there's the communications technology that can reach across thousands of light-years of space with *zero* latency; and spaceships that can travel said thousands of light-years in less than a week. There's also the high-gravity training centers that can reach at least 400x their Earth's gravity; this I consider less impressive than the previous ones but it's still marvelous.

Didn't Bulma and her dad repair #16 together?
Plus there's the remote one of them made to shut down #18. Granted, we never got to see if it worked or not, but still...

I forget this part in the manga, but in the anime they send Trunks to recover the plans for the Jinzouningen from Gero's hideout. This is how they figure out there are bombs in the Jinzouningen, how to repair #16, and how to deactivate #18.
