Could Max Lord be in Superman: For Tomorrow? (Speculation)

In Superman: For Tomorrow, Mr. Orr answers to the shadowy government
officials who are working on OMAC Version 4. But after reading Countdown,
I'm wondering if one of the government officials is Max Lord. If this is so,
could this mean that he survived the Infinite Crisis and get away with the
Blue Beetle's murder? Think about it.

The guy in the center is. You can tell, same hair cut. Due to the fact all three are "in shadow," and they seem to have distinct features, it is possible the other two are other "familiars" to the DC Universe. But we'll only find that out in the O.M.A.C. Project.

Not sure if it's helpful, but Mr Orr works for Luthor in the Lex Luthor mini. Maybe Lord and checkmate do as well.
