Luther(Star Ocean 3)-Main enemy? A programmer geek.
Sigma(Megaman X series)-He's Ultron with a better skin tone.

SEPHIROTH, for FF7.
I hated him with a visceral passion that had never been inspired in a video game before. His aarogant ways, his creepy mother obsession, the way he killed my girlfriend (I was so distraught when she died, I had to call my real gf and have her come over at 2 in the morning).
Damn Sephiroth straight to hell.

And I reeeeeeally hated Bowswer in Mario one. Stupid jumping turtle thing

Both were defiantely 'Crazy mad' as opposed to 'Power mad', which helps creat a villian in my view. I'd say they were level par.

Kefka was more of a villain who could get things done IMO.
As far as RPG's go I liked Lucca Blight from Suikoden 2 much better though. That guy was all kinds of badass, especially the violent kind.
Greatest ever is a tough call though...
Right now I'm on a big Krauser kick from RE:4. Krauser's appearances were just way too awesome.
Hmm, I really need to think more about this, someone will probably bring someone up and I'll be just blown away by how totally right they are.

Kefka, Ganondorf Dragmire, and Ghaleon are some of the great villians. I need to finish Xenosaga II before I give Albedo any real props. Unfortunately, while Lezard is a sick little wizard, his actions don't quite land him a villian role with me, since he did help keep people alive.

He damn near destroyed the world, didn't he? so, he's got half of half of that.

Yeah, in the case of FF7 the heroes stopped him before he could complete him plan. While in FF6 the heroes failed. That's the only difference.

I stand stand by kefka had character in spades, and Sephiroth was less a character, and more a piece of plot that moved things forward.
Everything he did was, in effect, to end the world. His most evil act, killing Aeres, was only to stop her from saving the world.
Kefka was just an asshole and enjoyed it the whole time. Like when he poisoned the village, he didn't do that for any specefic purpose, he did it because it was fun for him to do (they already had matters in hand). He shot lazers at towns, not because they were a threat, but because he could. He killed General leo, the only sympathetic villian in the story, because he just didn't like him. He even mocked the heroes before the last battle, and that was just great.
You never actually saw sephiroth evolve as a character, and that weakened him in my opinion.

Nah. That has been replaced in my memory with John Mullins shooting the villians second in command while he was giving the evil speech.
or facing down Requiem (good job Cryptic for making him more badass then the Dr. Doom clone)

See, i never hated him because of that, because he character wasn't that developed either.
And the thing is, both of those moments happened without him saying a word.
Which could be considered cool, i consider it boring. You could have put anyone in the place of sephiroth and it wouldn't have mattered, because he didn't have a character.

lol i never really thought about the villains in my videogames. so here are my nominations i guess........
i like a villain with reasonable goals, so domino and the bad guys from grim fandango.
classics like castlevania dracula and ganondorf from ocrina of time.
freaky villains like pyramid head and walter from silent hill games.
i guess those are the guys that i think are the best.
Grahf-best speeches, especially when the plot really starts to kick into high gear and you find out exactly who and what he is.

Actually, that was Id. It was also cool-basically, just a psycho, until the end of the first disc.
Grahf routinely insanely powered up bosses to test the main characters, and when push comes to shove, could annihilate the entire party with ease.
Your first battle with him has him standing alone, gearless, with your characters in your 45' tall murder machines-and he still for the most part kicks your asses.

Friggin A man, the several hours you spend playing through the "We really need to kill this Lucca Blight guy people," section of Suikoden 2 are what makes it one of my favourite rpgs of all time.
