I didn't know the Shocker was supposed to be smart. And the Lizard, when he's Doc Connors, is among the smartest.

2. Shocker learned and used the ability of sonic perjection. He must be smart.

Frankly, I really wouldn't say nroman is anywhere close to being as smart as Dr. octopus. He's a bit more devious perhaps, but not smarter.

I think your list of dumb villains jumps the gun a bit. You have to wade through folk like the Kangaroo, the Grizzly, the Big Wheel, etc, before you even begin to get onto folk like Venom or the Scorpian. Agree with you on Rhino though. Not sure about Green Goblin 3 though, wasn't he a psychiatrist? Not that stupid.

1. Venom lost because he was dumb. Scorpian as well.
2. Scorpian was a terrible private eye.
3. Grizzly at least made weapons for himself.
4. That Big Wheel viechle is fairly handy.
5. GG3 blew himself up. He's stupid. He was also a bad psychiatrist.

I do have to agree with your Top 3 smartest foes, with minor changes.
1. Doctor Octopus (many many plans, and inventions.)
2. Norman Osborn
3. The Kingpin (he kept out of the spotlight for a while, and is a brilliant crime boss, but he never really invented anything.)
4. Hobgoblin- Brilliant businessman. Got away with his crimes for years by framing another. Used Norman's weapons well. Currently relaxing on a beach.
5. Mysterio- He invented his weapons, but he had other great schemes too, ranging from nursing home scams (Amazing Spider-Man #198-199) to
destroying Daredevil's life (DD Volume 2 #1-8)
6. Jackal- Creating human clones, and portable jetpacks does one smart make. I;m not really familiar with the clone saga Jackal, so he may deserve to be higher (or lower) on the list.
7. Vulture- He's an old man with wings, yet he's very dangerous. He'd also top lists of most brutal Spider-Man foes (maybe I should start one.)
8. Spencer Smythe- Smart enough to invent the Spider Slayers. Not smart enough to realize they gave him cancer.
9. Ezekiel- Not sure if he's really a villain, but he perfectly fooled Spider-Man, and could have killed him.
10. Fusion 2- He knew how to use his powers, and only become a supervillain to avenge his son. Spider-Man also never really beat him.
Honorable Mention. Robot Master- Invented many varied robots. Even if the last one went crazy, and did him in. He was on my list until I realized I forgot about the Hobgoblin.

I can't really make a dumbest list given how I've probably forgotten the big mistakes of villains, and many of the dumbest were obscure one off villains.
Villains who could easily be on it: Rhino. The Ox. Man Mountain Marko. Doppleganger Spider-Man. The Iguana. The Second Lizard. Maybe the Blackie Drago Vulture. Electro (he's powerful, but made some boneheaded errors.) Sandman (no high school education.)
