Am i wrong to see Batman as "the Kingpin" of Gotham City?

The more i read the more i find Batman to be more like the ultimate crime boss of Gotham City from the stand point that he controls (or wants to) crime in Gotham City, but with the intention of getting rid of it.

Am i wrong in this thinking?

Yeah. I think so. The current run in Detective, for example, show's Batman barely keeping up with the various crime rings in Gotham.
