We got to see in #3 that Cap's been keeping some flash bangs in that utility belt he's been wearing. So what else does he keep in there?

Using common sense, I'd say the following:
1) Flash-bang grenades
2) A basic first-aid kit
3) A small amount of water and concentrated rations.
4) A bunch of Flexi-cuffs (plastic handcuffs to secure a lot of people) plus, probably, a more robust restraint system like a power-dampening device to deal with a captured supercriminal.
5) A breathing mask with a small O2 supply.
All this would easily fit in the 6-8 pouches he seems to have.

He has been shown with both flash bangs, and a canteen on the back of his belt. The rest makes sense to me, I'd like them to show some in a book so that the naysayers won't say "they're pointless" as I've seen lots of posters say.

Heh, well my opinion is that it will never be told exactly what is in the belt at any one time. Why? Because the writer is going to think, "Gee, it would be great if Cap had this or that thingamajiggee to use in this situation."
So, leaving the contents undefined leaves a writer free to pull whatever he wants out of the "magic utility belt" without having to explain how Cap carries so much crap. He can just say "Cap always figured he'd need that whatever-it-is someday." Or, he can say that Cap alters its contents from mission to mission, depending on what Cap thinks he'll need. That would explain a large variety of items appearing over time.

Makes sense, and I don't need it spelled out exactly, (although Marvel and DC have both done just that quite often in handbooks, guides and other statistics type products) but I do think, just as in Cap 3, that he should USE the belt more, thats more what I meant. But even if they DO spell it out ever, whenever a writer needs to use it, he can say he added something new, as you said. Really, the problem I was refering to is that VERY few writers have made use of his utility belt's pouches since he started sporting it. It doesn't bug me really, but I've seen a lot of complaints that it is "pointless" or that he doesn't need it. I like it actually, makes sense for a military trained, non-superhuman hero to have things on his person to help along, not as a crutch, but as a precaution. Cap is VERY much an Eagle Scout in my eye, always be prepared! In Cap's case, as a vet and hero for so many years, I think that he would want be fully prepared for any situation.

I hope that Ed Brubaker, and Brian Bendis (and any other writers using him with his utility belt) do just as you suggest, and make more use of the item than the writers before them (Kirkman, Morales, Priest, Austen etc.)

I thought the same.

I know Cap is as resourceful as they come but I've wondered sometimes how he got by with just his shield where things would be made easier with some utilities.

Also since he's been in the army I think one other thing that he should retain is that he should have more tools at his disposal for any situation like a blackout, some health supplies, smoke grenades...essentially what his Ultimate counterpart does as seen in Ultimates #1 vol.2 and issue #3 of Captain America.

How long has the utility belt been a part of the costume?
I'd agree that 1) it makes sense to have a utility belt, particularly given Cap's military background, and 2) That writers should use the belt instead of it just being there for looks. I'll even go a step further and say: "Use it or lose it."
I figure they'll also put in some kind of a "computer-multi-tool" for dealing with techno situations.

And Cap's had the new belt since the MK series. Part of the redesign, with the more leathery mask and the more pronounced mail on the shirt.

And I figure he has to keep some subway tokens in there. Otherwise, that means he hopped the gate when he took on those terrorists in #1.

I think he would also have a wooden nickel, an autograph from Gene Autry, and a black and white photograph of his parents. Oh, and a very old decoder ring from a cereal box.

Cap... naw, he was post-prohibition and pre-free love... but his parents may have, as it wasn't uncommon in the era of their youth (it, as well as tobacco were used as medicines for hundreds of years until they became restricted products, who'd of thunk it?) and it wasn't made illegal until the prohibition days.
