Dig out the first Starman trade...
Remember when Jack and Ted were rummaging thru the storage locker and find the Cosmic Staff that Jack and Courtney later uses???
Jack remarks that it sure looks weird, unlike something that his dad would use.
Ted replies something to the effect "... yes, i used it in Washington in 1951..."
Originally it was a reference to the Elseworlds mini The Golden Age, but now...

Is he using a staff in JSA/JSA? I don't have the issue in front of me, but I thought he was using a fairly standard rod.
In any case, Robinson's line, like you said, refers to the events of GOLDEN AGE. Changing the intent of the line and retrofitting it to JSA/JSA in order to grant the new storyline some sort of prefab legitimacy strikes me as a bad idea. Robinson's STARMAN very clearly viewed GOLDEN AGE as in-continuity, regardless of the Elseworlds tag, and I'm not fond of going back on that.

Well, 1951 was a big year, I'm sure he had opportunity to get out to Washington more than once over a 12 month period...

In 1951 there was another Starman on the scene giving Ted Knight plenty of time to do whatever he wanted. It turned out that was David Knight who was given a year to act as Starman.
