As for who she could be posing as, I don't know. I don't think she's posing as anyone, but if she was going to I would imagine she use a persona that no one would expect. Broo makes a lot of sense. So does Toad or Doop. Since no one seems to pay much attention to Toad, I think he would be a good candidate for Mystique to impersonate.
