Watched the movie tonight, great
movie and so on.
At the end it had explanatory text
on screen and a dedication
which said
in memory of all those who died
in the attacks on 9/11.
I know greengrass is a liberal
and fair minded individual so is it
a deliberate way to include the
terrorists.
I have no issue with it, just found
it interesting.

I don't think that was meant to include the terrorists at all, unless you think people like Bush and various others making such comments to that effect are also including the terrorists as well.

i dont know tbf. Usually the phrase used is the victims isnt it

I think it was more that they wanted to avoid using the word "victims" because of the connotations of powerlessness it beings with it.

Not here in the states it isn't, as Jake said victims is a rather negative word and most shy away from it in public addresses.

It's just assumed when you say "all those lost" or something like that, you're never talking about the person(s) responsible. Whether you're talking about 9/11 or an ordinary crime, it's not an uncommon turn of phrase.
