Yes, he is.
Because this arc was absolutely dreadful. I hated it. Hated. For a $4 book Waid needs to show better respect towards his fans.
1. The reasoning for the Vespans disposing of Plutonian makes absolutely no sense. They were capable of cutting him, cloning his invulnerable skin, and even reading his mind. How was he "losing control"? He did nothing but stand still.
2. So what did Tony do? Beat up a bunch of helpless, unrelated, random aliens for about 2 pages and then co-opted everybody else he met. Bad. It would've been much better to see Tony fight a marauding alien race capable of enslaving beings who can split planets.
3. #27 was horribly, horribly done. It's nearly impossible to tell what's supposed to be going on in the last few pages. Does Qubit no longer have access to his OWN teleportal technology now or something? Did Modeus get so confused that he blew up? WTF?
4. Where is Encanta and wtf happened with her being all blue and 01010 anyway? Is she supposed to have become "packets" like Modeus?
5. What the hell is Modeus? He can "extinguish" the neurons from Qubit's brain, make Qubit specifically forget things sooo... (pre Tony meltdown) Why didn't he just kill off Qubit to begin with?
This book is narrated wretchedly (The Paradigm breaking out of a prison with no guards). I'm afraid I'm done with this series.

The ending is bad, I had to read it three times to understand what had happened.
For those who don't know, Tony realizes that the blur that hit all his accomplices was himself from the future. After the portals are collapsed and his allies are sent away, Tony, off panel, has the guy who can punch you through time, punch him back in time and then THAT Tony grabs his allies and teleports to Earth before Qubit can destroy the portals.
The portals are all disabled as of now though assumedly Qubit can make more. There is no explanation this issue as far as I could tell, for Modeus to collapse except that he can transfer his consciousness and he did so back to Earth.
It has been kind of a lame arc and I dont get how the Vespans went from jobbing Tony like a 5-dollar hooker to him breaking out of space jail and wasting a bunch of super strong people in the process.
I prefer Incorruptible though that always seems really, really short considering the time between releases, such that it takes forever for things to happen in it. But maybe we will get to see Max fight Plutonian, though Cutter might be an issue there.
Honestly I'm ready to see Plutonian die, he's such an asshole but without the ability to receive any kind of punishment.

I had no idea what happened at the end. How did you manage to figure out all of that??

I'm not sure Qubit CAN create his own teleportals now. What was with all the drama with him crying, threatening Modeus, risking his own life AND Kaidan's? I'm asking because why can't Qubit simply just teleport Tony BACK to the prison again? Didn't Auroran state that it's so far away from any familiar constellations that he would never find his way back home?
And does Modeus really have to self-destruct like that to transfer his consciousness? Edit: I just remembered that Modeus CAN'T transfer his consciousness by himself - he needs Encanta. He needed her to open the doorway to Samsara's mind and he needed her magic to transfer his consciousness into Scylla's body.
The other thing is... What was Qubit's whole point of traveling to space prison if ALL he was going to do was shut down his teleportals? He said he could do that from home. It's played out like he's willing to sacrifice his own life or something (IMO). "We're stranded here for eternity."
And cyber Modeus should never have been a problem. Qubit made him and can control machines at a whim, yes?

Re-reading it a lot. I only really grasped it when I noticed Qubit blaming the only guy left behind, the guy who can punch through time and then says "Go ahead, try punching me through time". That's why he is left behind, so that he can be there to punch present Tony through time.
I'm not sure Qubit CAN create his own teleportals now. What was with all the drama with him crying, threatening Modeus, risking his own life AND Kaidan's? Good point really. I think Modeus was talking about how Qubit wanted to redeem Tony so maybe he went there to see if it was working, then they find it he is literally 5 feet away rather than locked in the centre of the jail so he had to improvise and just destroy his portals there instead.
I'm sure what happened to Modeus will be explained, that is just my hypothesis since they will want him on Earth with Tony to explore his "love" and he can't do that trapped so far away.
I am not sure on the portals, he created them once you would think he could again. Maybe its a case that he can't create the same ones so he could never reach Kaidan but he could createa new one to Earth.
