To be honest, I found the last Civil War theme to be a joke. I wanted to see countless fights among Marvel's SuperHeroes. I was quite disappointed. Why not a true Civil War next time with Hulk vs. Thing, Mr. Fantastic vs. IronMan, Sue Storm vs. Crystal, etc.?

None of this actually fit the theme or concept of a Civil War, beyond the fact that five of the six combatants you propose are actually from the same nation.

The idea behind Civil War was the fracturing and splintering of the superhero community.

You have the people who are staying out of it, like the Thing, Firestar and most of the X-Men.
You have the heroes on Cap's side (Luke Cage, Spider-Man), fighting for their cause against Iron Man's forces (Sentry), even though it divides the New Avengers (as seen in parentheticals). The Invisible Woman and the Human Torch sided with Cap, and Mr. Fantastic sided with Tony. Wolverine and Cable stood against Bishop. Veteran Avengers like Hercules and Falcon found themselves on a different end of the battlefield from Ms. Marvel, She-Hulk and Wonder Man.

I'm not sure what you're looking for per se, unless it's the way the story was executed (up to and including the political themes) that irked you. You want a ludicrous amount of fight scenes? Go read Loeb's Hulk. That's not what Civil War was supposed to be.
