I'm trying to write a story and I have kind of hit a bit of a wall. Can anyone name some of Gotham's upper class (not the mob families)? The only other royalty in Gotham that I'm aware of is Tommy Elliot and of course Bruce Wayne.

It would have been better if you asked this in the Batman forum, just saying.

In 52 Kate Kane was said to be high-society. There is also the Riley's, Maronis and Falcones but they are all connected to mobsters, yeah.

Besides criminals the only person I can think now is Lucius Fox.

Depending on when your story takes place, there's J. Devlin Davenport (http://dc.wikia.com/wiki/J._Devlin_Davenport_(New_Earth)), Bruce's former next-door neighbor. He lost most of his land during the earthquake.

I'd count her. Hell, I'd be surprised if Dini hasn't already slipped the family name into one of the satellite books.
