I think Annalee is creepier because she seems more realistic than the others. People like her truly exist in the world (minus the powers of course), but the severity of her personality disorder and mental state are truly terrifying. After her real children were murdered by Scalphunter she spent the rest of her life kidnapping children in order to find meaning in her own life. Her whole purpose in life was to be a mother. Its both creepy and sad because you can understand her pain but it isn't justified. I felt bad for her as I read stories with her, but at the same time genuinely uncomfortable because child abduction happens, and people with conditions like hers exist and aren't even as uncommon as people would like to think. Whereas a sticky man made of tar and a monkey who can turn into other objects don't seem as common.
