Provided that Diana has to work at least as hard to beat these people as she did to beat Donna, I can think of a few:
-Black Adam
-Sinestro
-Clayface again
-Zoom again, if he gets his powers back someday
Bit more on Zoom. The way Diana beat him the last time should not have happened because, at least as I understand it, he is simply too fast for her to tag with the lasso.
Zoom is the sort of opponent you need to think of something clever to defeat.
But how do you beat somebody who sees everything in slow motion, even sees The Flash as moving in slow motion relative to himself? Throw a punch at him, and from his perspective it'll take like thirty seconds for your fist to travel the distance to his face, so dodging that's no problem for him. Same with the lasso, tiara, etc.
Well, I think I figured out one way. You need to set a trap for him somewhere. Now, a tripwire wouldn't work because even though Zoom looks like he's zooming (ahem) along to the reader, the reality is that he is taking a stroll or a light jog at most, and even if he doesn't see the tripwire before he gets to it he will probably not trip and fall over it. More likely he'll bump it with his foot, look down at it, realize what it is and step over it, all in a fraction of a second.
So it has to be something that he can't see, and can't react to after it goes off. And, of course, he can't see you setting up the trap because then he'll know where it is, so he'd need to be distracted by something else while you are doing that. For example, not that Diana would be likely to use one of these, but I think that a buried land mine might work.

Oh lord...I'm sorry, I can't imagine any way that THEY! can possibly be made into good villains. But I could be wrong, and props to anybody who actually tries to do it and succeeds.

Blue Snowman -- Because I love her, and I want to make sure she's not dead after her appearance in Power Girl.
Doctor Poison -- I would love to see Gail's take on her, hopefully as creepy as ever.
Angle Man -- I love that he is charismatic and debonair rather than a typical thug-ish villain.
Duke of Deception -- Another of my faves from the Golden Age which would be awesome to see again. Especially since Ares needs a new "henchperson."
Osira -- Diana needs a more diverse mythological group of villains that aren't just from Greek myths. Osira's not from a particular myth, but I like that she was worshiped as one.
Decay -- I'm only fond of her because she was in the first Wonder Woman issue I ever got.
What pre-Crisis, still-not-established post-Crisis villain do you wish she'd revive and/or revamp?
Mouse Man -- He's a cult classic! If Wonder Woman ever needs just a fun adventure, it would be awesome if Mouse Man was a part of it.
Zara -- I like the whole Priestess of the Flame stuff, and the whole cult would be awesome to see reimagined.
Queen Atomia -- Simply because I liked her in The Legend of Wonder Woman.
Baroness von Gunther -- I dunno how she'd be re-imagined without the Nazi roots, but it would be fun to see her again.
And what NON-Wonder-villain would you like to see her pit against Diana?
Female Furies -- I think the New Gods are off-limits, but the seeing Bernadeth, Lashina, Stompa, and Mad Harriet battle Wonder Woman and some of the amazons would be killer.
Poison Ivy -- Someone mentioned her before and I think it would be really neat to see the two battle.
Evil Star -- It wouldn't really make much sense, but I loves me some Evil Star so I would support this.
Ocean Master -- Again, for no reason really other than I like the character.

Established villains.
Doctor Poison for sure. I love a good monster-maker with a free hand on the glowy syringe.
I'd also like to see a new take on the Silver Swan concept, not as a victim but as someone who relishes the power.
Pre-Crisis villains.
I never thought I'd be making a case for THEM, but they have a place. About the most vicious abuse of the weak is human trafficking, sexual and menial; it's one area where you know Diana would come down hard. Other series have made their traffickers underclass stereotypes, in underclass stereotype ethnicities. I say it's time for preppy slave-traders in rave fluoros with flowers in their hair and nifty powers.
Not-yet WW villains.
The wish of my heart is for either Gail or Greg Rucka to build up Scandal Savage as a serious WW antagonist.

Honesty I'd wish for Gail to bring back every villain in Wonder-verse as part of some mega event but that's asking too much out of her and the editorial decisions so I'll short-list it according to priority.

Silver Swan: Personally I like the tragic aspect of the character but more importantly I feel the emotional tensions between Diana, Julia, Vanessa and even Veronica Cale (only if possible) needs to be resolved.
Fury: I bring this up a lot. While not a villain exactly, Fury's moral alignment always struck me as being ambiguous at this point especially considering the malicious nature of what she's hosting. Besides, it's about time the whole 'Hippolyta as Golden Age WW' thing gets touched upon.
Doctor Poison: I think Gail will enjoy writing this character.
Children of Ares: Deimos, Phobos, Eris, Harmonia and Eros. Now that Ares is MIA, What happened to these guys?
Devastation: Nuff said
Chang Tsu: Because he needs to actually be in a WW book.

Paula Von Gunther: I've brought her up over a dozen times so I don't think I need to explain myself.
Nikos Aegeus: One of Dan Mishkin's creations. Am I the only one who sees untapped potential in this guy? A Greek Terrorist who uses Mythological weapons? C'mon!
Doctor Cyber: Because we need a criminal mastermind.

A rematch between her and the Secret Six, maybe?

Either Ra's Al Ghul, or better yet, Talia Al Ghul.
That needs to be done ASAP before Bruce Wayne gets back. Both are cunning as hell, and could try and hamper Diana on a lot of levels, with a lot of hired proxies, like Whisper A'Daire, or others.

In the past, he's made good showings against the likes of Superman (http://www.comics.org/issue/26274/cover/4/?style=default) and Kalibak (http://www.comics.org/issue/30389/cover/4/?style=default). Then there's his vaguely-defined psychic powers, and whatever super-science gadgets he brings along. I think there's enough there to give Diana a hard time.

Honestly? Any of them. I'd be hard pressed to pick one that's not in desperate need of immediate attention.

With Wonder Woman's own villains in the state they are, she needs to waste time on fights with other heroes' villains like she needs another hole in her head.

I agree. It interesting that people keep bringing up Black Adam and Sinestro and other GL villains, since what was done for with them is the same thing WW's villains need done with them.

Excellent point. A few years ago they were jokes. Black Adam was a poor man's Sabbac. Sinestro was a walking cliche. They're great villains now because it was made a priority to "fix" the villains of GL and Captain Marvel.
Show Wonder Woman's villains some similar love, please.

Hmm... well any of them really, but I'd especially like some resolution for Silver Swan, and the Angle Man mess straightened out (preferably by completely ignoring Pfieffer's nonsense, but some "fix" that acknowledges it while giving us back Phil's great character would be fine by me too).

I would have said none of them before this thread, but now that I've seen people mention it, Grodd would be a good villain to have show up. Wrap up the story with the Gorilla Knights.

Silver Swan. Using Vanessa makes the most sense to me, but I'm not picky.
Blue Snowman. I'm a sucker for ice powers.
whether he's classified as a villain or not, any more, I don't know, but I'd like to see the Shade at least interact with Diana.
Anytime you can put more gorillas in a book, I'm all for it, so I like the Grodd idea.
I'd like to see Parasite as well and maybe Mordru.

I agree that Wonder Woman's rogues need a MAJOR overhaul. The potential and value exists; we need stories that play to their strengths. Revisit the core concepts of the villains--Silver Swan suffers from an inferiority complex ingrained by shallow definitions of "beauty"; Dr. Cyber was a ruthless, greedy criminal mastermind who either bought off or killed anyone who stood in her way. Show us what makes these criminals worthy of being Wonder Woman's enemies.
Bring back...
Established villains:
Dr. Poison--I liked the reimagining of Poison as a sadistic Mengelesque figure who blasphemes against ethical science & the Hippocratic Oath w/her experiments. Let's revisit that idea; if ANYONE should maintain an interest in projects like Genocide or Devastation, it's Dr. Poison.
The Blue Snowman--Keep the kookiness, but at the same time, introduce a little "Spookiness" as well. We should laugh at Byrna's antics, but there should also be just the right amount of nervousness in that laughter.
Dr. Cyber--Kurt Busiek modernized Cyber in a way that was true with the best of her Pre-Crisis appearances. Let's see the exotic science, outrageous tech, far-reaching criminal empire, and army of devoted women.
Angle Man--Bring back Phil's "gentleman rogue", discard the schmuck who appeared afterwards. I like the notion of a rascal who plagues the Wonder Family with non-violent crimes with undeniable charm!
Pre-Crisis villains yet to appear...with a proper introduction...
Queen Atomia--She's so larger-than-life in her power, agenda, motif, and bitchiness. I think that fun and over-the-top adventures featuring Atomia could challenge Diana in a way that breaks up the recent gloom of the ROTO (like the story, but it IS dark!).
Osira--In some way's Osira's goals overlap with Diana's. However, their methods wildly veer. A self-styled goddess, Osira undertook her mission in ways that would disturbingly remind Wonder Woman of Zeus. Violation of free will sits very poorly with Wonder Woman. The Egyptian motif sweetens the pot.
Duke of Deception--I liked his craven, yet cunning, strategies against Wonder Woman. I disagree that returning him is just giving us a "Dr. Psycho-Lite". Psycho & the Duke had very different motives--Dr. Psycho wants to subjugate & torment women, whereas the Duke of Deception lives to foment strife through trickery. In fact, IIRC, wasn't Psycho initially an unwitting pawn of the Duke?
Kobra--Wonder Woman actually fought him in the Pre-Crisis years. Kobra was responsible for many troubles that beset Wonder Woman--the most substantial being his role in creating the second Cheetah!
Established villains from other books/stories:
Lady Lunar--the character originally appeared in Wonder Woman tales, but never actually fought Diana when she became a villain (Pre-Crisis). I believe a post-Crisis version exists, but we've yet to see her tackle Wonder Woman. Her interesting powers and connection to the moon could offer compelling stories.
Female Furies--A natural rivalry if one ever existed! I could see the Furies becoming the new "Eviless" type in the modern DCU.
Black Adam--If Adam ever threw Diana into the sun, he'd either be going with her, or losing an arm in the process!
Gorilla Grodd--A natural connection exists with the Gorilla Knights. Be a shame to let such an opportunity pass by...
Silver Banshee--I'd like at least a one-shot with the Banshee. I've always liked her look, powers, and modus operandi. She's so frivolous with murder--which would outrage Wonder Woman--but also a tragic figure, which would test Diana's compassion.

Kung was killed in JSA. Heinberg's already been contradicted (what goes around comes around).
And Gaia help us all if a writer makes the terrible decision of treating Heinberg's take on her pre-Crisis villains as canon. That'd be a hole I don't think anyone could dig WW out of for decades.
