This is a pretty interesting question...
Humphrey Bogart would probably be a better Hal than Clark Gable, I think.
For some reason I see Gregory Peck as Alan Scott.
I'll try and think about some others.

I just finished watching Night of the Hunter and Robert Mitchum was pretty freaky...He's too big to be Sinestro, but he'd have been a good supervillian...Brrr....

Boris Karloff as DC's version of Frankenstein. That'd be a good superhero movie, and since he played as the original Frankenstein, it wouldn't be a stretch.

Jimmy Stewart as Harvey Dent ( I know it sounds like a miscast, but think about it. Dent is often presented as a Mr. Smith type before the incident, and Stewart's natural innocence might serve to make such a murderous turn even more powerful.)

I was thinking that Price should be Sinestro. I mean, Sinestro just looks like Vincent Price with a bigger head, anyway.
Going with some other favorite horror actors:
Bela Lugosi- Sonar (I imagine there's not much difference between a Moldoran and a Hungarian accent).
Lon Chaney Jr.- Sandman (Marvel villian, not Golden Age DC hero or Vertigo guy).
Dwight Frye- The Toad (I always imagined the Rob Liefeld version of Toad being like Renfield from Dracula. A crazy, grinning, bug-eating lunatic).
Boris Karloff- Mr. Freeze (the man is all about creepy pathos).

I suspect you might like it. A landed lord dies and the two sons next in line have gone to war (as is only proper) and died, leaving the estate and title in the hands of the youngest son (O'Toole) who's been committed to an insane asylum for thinking that he's Jesus Christ.

But Kurt is ACTUALLY acrobatic, like Power, and ACTUALLY a decent swordsman, like Basil Rathbone... whereas Flynn is just the biggest movie star.

Agreed. I've only seen him in a few things, but his performances were never mediocre from what I can tell.
His appearance in Dracula as Renfield was pretty good, and the scene from that movie where he spider crawls towards that passed out chick is why I'd think he'd make a good Spider-Man. Though I haven't seen enough to know if he could do Peter Parker.
His performance in that film was better than the Spanish version. The other guy kind of went overboard with the maniacal laughter, whereas Frye's more subdued performance felt creepier to me.
I think he also played the Igor-like character Fritz in the first Universal Frankenstein film, didn't he?

Young Peter O'Toole as the Joker actually sounds awesome. I mistook it for young Peter Lorre at first.
Jimmy Stewart as Harvey Dent doesn't fit the "Apollo" part of Dent as a character but, damn, I like that casting idea! In terms of a look I always imagined Gene Kelly had sort of a suave/smug Harvey Dent look to him but I don't think he really had the emotional range for Dent.
I don't know why but Luthor seems more like a George C Scott role than a Vincent Price role. Scott could make Lex an evil bastard while still humanizing him.
Well if young O'Toole is Joker could Alec Guinness pass for Ra's al Ghul? :)

Charlton Heston as Thor. Look at his 50s/60s movies, give him a blond wig. The voice, the charisma, the arrogance. Imagine the director of the 10 Commandements doing this. Also Jack Kirby's Thor was far thinner than what we see in comics these days.
