1990s " busker " artist .

I remember seeing an album from the 1990s by an artist who was shown on the cover busking in a subway , I think he had a shaved head and a tattoo on his head and this was a more " indie " release , he later issued " bigger " releases...and I think his first name was?? Daniel , with a more French-sounding last name !
Well , that was blunt , but I don't really see anything I need tinker with , really...I think a later , " slicker " , release was on Rocket Records .
Wikipedia's " Busking " article does not list him , among artists known to have busked , to get that said !.........
