Wasn't this already done 20 years ago ? I've read some FF and West Coast Avengers and I know this was at least mentioned ?

They tried it in FF around Acts of Vengeance if I recall correctly, but it never really happened.

I think Alpha Flight touched on this ages ago too...and what happened with the Mutant Registration Act?
What capacity do the X-men have in the SHRA? (obviously before the whole Utopia thing)....

Exactly - he was against it, had good reasons for being against it, and even managed to articulate those reasons to the government well enough for them to listen and the bill to get scotched.
Then in Civil War he suddenly turns around and supports everything he formerly opposed, evidently because Tony Stark thought it was a good idea or at least a fait accompli.

Reed supported it because apparently a bunch of numbers on his stupid wall told him it was a good idea.
