What would happen if, during Blackest Night, the city of Dakota was
destroyed somehow (by something and/or someone) and some of the
Dakota City inhabitants survived, but now they'll have to migrate to other
cities in America?
Would this turn of events be permenant or temporary?
Where would some of the Milestone characters like Static & Hardware
live after Dakota City's destruction?
Would this Milestone Migration be the best thing for the Milestone
characters or become something entirely different?
And most importantly, how would other heroes, heroines and such
react towards the Dakota City inhabitants moving in their cities
and/or towns?

That would be interesting, but for that to happen, writers would have to show an interest in the milestone characters other than Static.

I'd think Static could easily get a room at Titans Tower in San Francisco. Hardware could probably get a job at Steelwerks in Metropolis working with Steel.
Vanity could certainly use some heroes with Aztek dead.
Manhunter just moved from L.A. to Gotham City, so I don't think there are many heroes left there.
Amazing Man is forming a team of Southern heroes and there are barely any known heroes in the South.

Well for me personally, I can imagine Virgil Hawkins (Static) and his family living
in Gotham City after Dakota's gone (for now).
Why?
Because I believe TPTB at DC would want to tie Static with the Bat-Family out of the sake
of Static Shock fans being familiar with the Batman & Robin/Static team-up from the Static
Shock cartoon and start buying any Batman titles featuring Static (and characters that are
tied with him) not only out of that familarity of that team-up, but because they want to read
about and see Static (if not also wanting to see and read about any member of the Bat-Fam).
And I also believe that the Blood Syndicate would move to the
Suicide Slum area of Metropolis which is the home protectorate of Superman.
Heck, maybe it's possible, but I doubt it, that Superman's enemy War would come across
the Blood Syncidate either to have them join forces with him to take over the S. Slum, do
his best to get rid of the former inhabitants of Dakota incase they've decided to take over
his turf or War simply leave them alone as he sees that the BS gang are not a threat to him
and his operations.
There's also a chance that War would help out Blood Syndicate in their time of need and War's
son would probably meet up with Wise Son (a BS member)'s children at sooner or later, if at all.

These are all great ideas.
I'd love to see John Henry Irons and Hardware paired up regularly. Don't be affraid of their similarities in power. It's not about power. Hal, John, Guy & Kyle all have the same power, but they're all completely different characters.
Two dudes who both make super-armor tech would naturally hang out a lot in the same places. And they hate each other. One is the Boy Scout Obama, the other is a Grim n' Gritty Genius Thug. Play off their differences. Them thar's comedy gold.
Icon should have taken over the Superman titles, along with Mon-El. Hell, have him take over LexCorp as Lana Lang's successor. Who is running LexCorp now?

How awesome was Hardware in the last JLA arc? I wanna see him interacting with the Blackhawks to create a pan-global peace-keeping force.

Actually, back in the limited comic book series "Worlds Collide", Hardware destroyed John Irons (Steel)'s
armor, but rebuild it again using his own armor to do so.
So in this case, Hardware's technological suit should possibly still be
more advance than Steel's in the DCU.

Okay just to see those two interact, I must find the Worlds Collide story arc. I want to see the two hang out in the DCU. Steel has no one who does what he does, I guess Mister Terrific was the previous closest, they build cool devices and are kind of like Mister Fantastic with Steel a bit of Iron Man mixed in. Hardware and Steel having a friendship based on respect and a bit of one ups manship with technology would be really cool.
I don't know if I'd want Dakota to be destroyed, it has a cool history, but damn if I don't want more of Milestone to be involved in the DCU. Icon should be in Metropolis, even if sporadically, to keep an eye on the home of his friend.

Sorry, folks. the Worlds Collide event wasn't made into a limited series
it was an intercompany crossover event that spanned into some
Milestone titles (such as Icon) and some Superman titles (such as Steel)
that took place in the monthly issues of that involves the WC series.
It's also a fourteen part story.

In this scenario, I can also imagine Virgil Hawkins/Static learning martial art skills

Heck, I can sort of even imagine Virgil becoming a member of the Bat Fam and sporting a
Bat logo on his black shirt that's a part of his superhero wear (expect it's have a yellow oval with it too).

As a rule I'm against blowing up cities... you never know when you might need them later on and they can hold a lot of valuable stuff.
That said, surely some of Milestone's characters could find reasons to move without being quite that drastic.
I hope D.C. uses them more than they are now, it seems a waste. I'd actually have preferred Icon to Mon-El on the new JLA set up, for example but I maybe alone in that.

I can vaguely imagine Static in Smallville and living there with his fam.
Although, he and/or his family might sooner or later run into a racist/bigot idiot
character (or more than one) in an issue of Adventure Comics or some other
comic series.

Because it's possible that some writer (not all of them) might actually use that sort of created
character for a moral lesson on how racism/bigotry is wrong which gets old.
Not to say that'll be a bad thing or that creators can't do such stories (comic books included).
