Is this still a Batman related title? If so would you recommend it? I as going to pick up this weeks issue to see if it is decent.

Its not really a Batman title anymore, though Alfred does "lead" them not that Bruce is gone. And Bruce picked the team. But it looks like this week will have to do with Arkham breakouts and what not, so it may be worth a shot

Has the series been pretty good without Batman around?

When it was still "Batman and the Outsiders" after Batman's death, it was... bad.
Now that Tomasi is writing it, and is just called "Outsiders" it's... better. The first arc was nothing special, and was long. The next one apparently has them rounding up Arkham escapee's, so that may be better.

Ditched the first arc because I felt the plot dragged, but I will say that the writing nails a lot of good character bits with the neat collection of oddballs that make up the team. Depending on how much you value well-written character interplay in general, (Vandal Savage and R'as al Ghul trading witty barbs, for example) you should consider picking it up. A new arc starts 8/19, so the action is moving back into more familiar territory as they round up rogues in Gotham. Tomasi's writing is usually quite good in respect to morally dark characters, (his Black Adam: The Dark Age mini was just excellent.) so I'm debating hopping back onboard.

I thought "The Deep" dragged and was a bit contrived, so i dropped it midway through. However, the next 3 issues has the team chasing escaped Arkham inmates (Mr. Freeze, Clayface and Killer Croc) around the world. That arc seems much more promising, so I may check it out again.

I agree with all of the above and plan to pick up this week's issue.
