Selina is quite a formidable fighter under normal circumstances, but generally Batman can win through superior combat knowledge and the added benefit of being larger and stronger; allowing him to over power her if they get close enough to grapple.
However, Selina generally avoid direct confrontation. Very rarely does she ever willingly get into a fight, she's all about tricks, evasion and either tiring out or simply escaping her opponent before he/she gets close enough to bring a fight to physical blows.
If they were to get into a ring and spar Batman would win, as he would against most of his rogues, but in a normal rooftop encounter there's rarely enough of a fight between to even speak about it. It's more like a few feints and false strikes while they flirt and fight sexual tension.

They don't really fight, and he tends to go easy on her because he loves her.

He does tend to go easy on her, not because she's a girl (he's had no qualms knocking Ivy to the floor; what with her being a homicidal advocate of human extinction and all) but because he loves her.
Both Catty and Batty have had their share of 'wins' on the rare occasion they fight each other. Selina's a far more agile opponent than most of Batman's other enemies. If he can catch her he can over power her, but that requires he actually be able to catch he. She's very good at avoiding him in combat, strike then get out of range.
She also has the advantage of the whip, a skilled whip master (like Selina) can flay straight down to the bone in a single strike, ripping off swathes of flesh and muscle tissue, so as long as she's at range she has a distinct advantage. I suspect it's because of this that writers have stopped having her use her bull whip lately. In a lot of Catwoman's recent adventures the whip never leaves it's clasp on her hip; it's an incredibly deadly ranged melee weapon, and since most of Catwoman's foes fight in close quarters allowing her to use the whip would make fights uneventfully short. Because of this writer's seem to conveniently avoid having her ever pull her whip out in combat these days.
Generally speaking, Selina's been known to hurt Batman far more often than he hurts her; she's slashed him with her claws on numerous occasions. Typically he just blocks attacks until he can grab her and make her stop fighting. Still, for all the times he's caught her she's almost always flirted her way right out of his grip and disappeared before he can realize she's pulling the wool over his eyes.
Really though, there's just not a lot of combat in their relationship. Physical confrontations between them are very few and far between, most of their battles are composed of vocal foreplay and taunts.
Catwoman generally resorts to tricks and manipulations and shamelessly using her sexuality to get her way. Sometimes Batman does let her 'win' and let's her off the hook. Nightwing has done the same thing. They do it because they have a soft spot for her.
