On the Marvel Wiki it says..."Sebastian is considered for the role of Sorcerer Supreme, after Doctor Strange lost the title using dark magic, but ultimately is not deemed sufficiently worthy." Can someone point me to the issue where this is expressed? Thank you.

It's mostly implication. Everyone who was shown to be a possibility (ie. basically every magic user) but wasn't ultimately chosen could be said to be not "sufficiently worthy."

Yeah he was shown in the Cover of a NA book and when the Eye was lookig for the next Sorc Supreme i think. Basically Marvel just used character that people would recognized.

Hmm, are you sure it was Druid on the cover? I'm checking the Dark Reign Avengers covers on comic vine and I've seen the Hood on some covers, but not Druid.

There were 2 instances where the Eye was scanning magical characters as possible replacements for Strange - the cover of #51 and a big 2-page spread in 52 or 53. I'd guess Sebastian was in one of those collages somewhere...
