Was the Monarch stuff ever explained to satisfaction?
Is he alive? Is he dead? What's the story?

Yeah, presumably we'll find out in Action Comics. AFAIK, he hasn't been seen or mentioned since Countdown: Arena.

I think it's becoming more and more clear that DC is preferring to NOT pay attention to Countdown and they're ignoring anything that happened in it for the most part.

I'm not positive. After all, he is, to quote Tucker Stone, "the patron saint of comics nobody reads".
