Let's see, my list would have to be, Stark, Richards, Strange, Black Bolt, and... hmm, well having a hard time really thinking of anyone even half as dumb as those four, but I guess I'd say Jubilee.

The "absorbing knowledge" phase, I thought was retconned after Bruce Jones' run, as part of Nightmare's messing with the Hulk.
Not a hero, in any event.

Hah. Yeah, and then there was when he was told by a cow-lady that Scarlet Witch and Quicksilver were his kids, and didn't think to ask for a paternity test to confirm what the dairy mistress told him. Yeah, Whizzer was a putz of some sort. I think Wanda also kept telling him to stay retired so he didn't die of a heart attack, too.

Karolina is noted in the books as being slightly slow
Similarly, Tabitha (Boom-Boom) was also noted in the X-books as not being a grade A student.
D-man should be self-explanatory (although there, I think he actually has a medical condition)
Volcana (while not a hero is definitely not a villain either) was considered slow and actually considered Skeeter the brains...
Caliban is a good choice as well
As for Jubilee? Er no..she was never slow or anything, she was intended to be a regular level of intelligence a la say Bobby(Iceman)
