Saw this in the X-books forum, thought I'd pose the question here. So which 20 titles would you trim the DC Universe to if you were running the company. And only 20, the point is to cut the fat. Feel free to list creative teams and co-features as well. Here's mine:

Streets of Gotham is pretty much the same, but would have to follow up on the Two-Face/Penguin/Black Mask story because Judd Winick can go lick a salty deposit, but that's for another thread.
Birds of Prey would be Spoiler, Cass Cain, Oracle, Black Canary, etc.
Superman would be Superman's solo book. Captain Atom is the same.
Action Comics would be Superman and his supporting cast: Supergirl, Captain Atom, Guardian, Mon-El, Steel, Iron Maiden, etc.
Van Sciver can't do 22 pages a month, so maybe he can do 10 or less. He's on All Flash - all 4 Flashes and the supporting cast, or solo stories spotlighting any one of them or a team-up of any two, etc.
The rest is basically as it is or self-explanatory.

New Comic: DC Universe - This would be the ONE comic where all the major universe altering things take place. If a big storyline is going to happen, it'll happen here rather than spilling over into ten other books and interrupting whatever those book's writers are currently working on.
Superman Comics
Action Comics - Rotating cast, on any given storyline it may focus on Supergirl, Superman, or any of the rest of their group.
Superman - Back-up featuring LoSH.
Batman Comics
Batman
Detective Comics - Starring Batwoman and The Question, sometimes with guest appearance by other detectives of the DCU.
Gotham Sirens - focus on Ivy, Cat, and HQ, but also include in sight into the general eb and flow of the Gotham underworld.
Wonder Woman Comics - If I were running DC I'd want all three of my front runners to actually get equal attention and time
Wonder Woman Greg Rucka & Terry and Rachel Dodson
Wonder Girl
New Comic: Tales of Themyscira - This would be a comic focusing on the more mythical side of DC. One of the Wonder Woman characters would always star, Donna, Diana, Cass, Hippolyta, any of them might star in it in any given issue, usually co-starring with or opposing a big name from the mythic and mystic side of the DCU, be it a hero, villain, or deity.
Team Books
Birds of Prey Gail Simone & Aaron Lopresti
JLA - This series would become Story focused. It would no longer concern itself with the "When is this happening in the continuity?" aspect; if need be it would become an else worlds, whatever it takes for the writer to be able to deliver good storylines without being impeded by the current goings on in the main book for the respective team members.
JSA - Same as JLA.
Secret Six
The Brave & The Bold - This one would become focused on delivering short, cohesive stories. They could be set anywhere in the time line. Stories would not go on longer than 2 issues.
Character Driven Books
Flash
Green Lantern
Green Lantern Corps.
Green Arrow
Black Canary

Great idea, I might buy that. Maybe even the same book but make it a flip book where one cover is GA and flip it over and the other is BC upside down.

I would actually do what they were trying to do with the original Crisis on Infinite Earths. End everything and relaunch their entire universe free of all the continuity clutter.

Justice League - Grant Morrison: In my opinion, you either need to make this book the lynch pin of the DC Universe, or make it an Elseworld, so no matter what planet Superman is on, he is in this book.
Superman - Greg Rucka- Focusing on Superman only, with apperances with whoever he is working with
Adventure Comics - Geoff Johns- Superboy/Supergirl Co-Feature
Action Comics - Greg Rucka - Featuring everyone else tied into Superman (Flamebird, Nightwing, Mon-El, Guardian, ect) with appearances by Superman.
Batman - Grant Morrison - Focusing on Batman only, with apperances with whoever he is working with
New Book: Nightwing/Robin co-feature - Peter Tomasi/Fabian Nicieza- Have it 14 pages of each character, that comes out twice a month.
Detective - Paul Dini- Same as Action, but with any Batman characters (Orcale, Batgirl, BoP, ect)
Superman/Batman: Keep it the way it is, without effecting/being effected by anything else
Wonder Woman - Gail Simone- I don't buy into the whole idea that Wonder Woman is part of the Trinity of the DCU with Superman and Batman, so I'm not a huge fan of this character to being with. I've read some of Simone's run on Wonder Woman, and it's a lot better than it was, the only problem is, that Wonder Woman is in it. I don't know if it's me, or if I feel no one can really get a good grasp on this character, but I know there is a demand for this book, I just don't know what to do with it.
Green Lantern - Geoff Johns- Focus on the 4 Green Lanterns from Earth
Green Lantern Corps- Focus on the rest of the Corps, with appearances from cast of Green Lantern
The Flash - Geoff Johns- Pick a Flash and stick to it. No more re-numbering. Write good stories.
Much like with Nightwing/Robin, I would combine Titans/Teen Titans into one book.
Secret Six - Gail Simone - Keep it exactly the way it is. Maybe a bit more darker
Booster Gold - Dan Jurgens - I think it would be better if there was more of Booster going back in the past and viewing old events as one-shots, than trying to tie stuff in.
Brave and the Bold - Different writers each story- One-Shot team ups with random characters
Jonah Hex - Palmiotti and Gray- Keep it the way it is.
I have to think about what other books I would want.

There is no need to trim the line at DC at this point..
I would just change a few creative teams and get 2-3 more titles out there

Okay... I've been lurking on this forum for some weeks, but this topic looked fun so I thought I'd join and have a go. :D So kudos to the original poster for that...
Okay, team titles I think I'd go for the classic...
Justice League of America - This would be the real showcase book for all the mainstream DCU heroes. I'd say the team should be free to breathe and change roster if and when it needed too but should always have one of the big three on board... Or at least J'onn as a mentor figure.
Justice Society of America - I'd keep this title as it is really, the family book of the DCU. Alan, Jay and Wildcat at the centre of it training better heroes.
Teen Titans - A showcase for sidekicks and younger characters, somewhere they could grow and develop.
Secret Six - An excellent showcase for some villains too, I think. :) And too great a concept not to have!
Okay, the core books for the big two...
Batman - Focusing solely on stories staring BRUCE WAYNE as Batman.
Detective Comics - Focusing on stories about the rest of the Bat universe. Alternating between Nightwing, Robin, Huntress, etc.
Superman - Focusing on the adventures of Superman.
Action Comics - Focusing on the adventures of the rest of the Superman universe such as Supergirl, Conner, Steel, Mon-El, etc.
Now for the other core heroes of the DCU...
Wonder Woman
Green Lantern - I was uming and ahing over having a GL title and a GL Corps title like DC does now, but the more I thought about it the more I realised if there were only twenty titles in the DCU roster... There are probably more desering candidates. So I'd say have a Sector 2814 story as a main feature and a GLC one as back up to the book.
The Flash
The Shazam! Family - A title focusing on Captain Marvel, Mary and Freddy wouldn't go amiss I don't think.
Okay, these are the other books I think a DCU of this type could use...
R.E.B.E.L.S. - I know it's only new, but I think REBELS is a perfect show case of DC's space faring adventures, and can really bring their 'cosmic' side to life. Moreso than the GLC. This is really a title for L.E.G.I.O.N, the Omega Men, Lobo, Captain Comet and any number of alien races or intergalatic tyants in the DCU. Perhaps rename it to L.E.G.I.O.N when Dox takes it back over though... Or if! o.o
The Phantom Stranger Presents... - Bit of a lame title, but this would be an anthology for the magic side of the DCU. Focusing on the Spectre, Zatanna, Doctor occult, Shadowpact, Doctor Fate and any number of other DCU mystics.
Brave and the Bold - An excellent title to showcase any heroes that aren't currently supporting their own book, perhaps a launching pad for other characters to gain back up stories or solo titles of their own if they prove popular/another title is tanking.
Okay, and some other titles I'd like to see...
Green Arrow - Too big a hero in the DCU to ignore.
Booster Gold - A fresh and original take on super heroism, wouldn't want to lose it.
Hawkman - Would love to see them take another crack at Hawkman.
Checkmate/Sucide Squad - I think the DCU is a poorer place without a title like this.
Legion of Superheroes - May be asking for trouble considering how many reboots this has undergone, but I'm sure Johns could sort it out.
There we go, a 20 step guide to ruining the DC Universe! :D

I'd have a number of characters featured in back-ups for the books. These would include Supergirl, Superboy, Red Robin, Catwoman, Hawkman, Animal Man, the Atom, Blue Beetle, the Green Lantern Corps, Green Arrow, Metamorpho, Black Lightning, Stargirl, etc.
Justice League would truly be the cornerstone book of the entire DCU, with characters from other teams serving as "ambassadors" to the team for information-sharing purposes--characters like Cyborg or Dr. Mid-Nite or even a Legion rep. There'd be a small "set cast" (NOT the Big 7, though some of the characters could be involved) and missions would pull characters from everywhere, including the Milestone and Red Circle characters.
Adventure Comics would be the "DC Showcase" featuring characters and/or teams that didn't have their own titles or back-ups. Legion of Super-Heroes would show up here, as would characters like Jonah Hex, Blue Devil, Firestorm, Zatanna, Frankenstein, etc.
Fawcett Showcase is all about the Marvel Family, as well as other characters like Spy-Smasher, Ibis, Mr. Scarlet, or the Bulleteer.
Charlton/Red Circle Showcase will be home to solo stories on folks like Captain Atom, the Shield, Peacemaker, Nightshade, the Web, Hangman, Judomaster, etc.
Quality/Milestone Showcase will be home to stories featuring Icon, Uncle Sam and the Freedom Fighters, Hardware, Plastic Man, Xombi, etc.

Without actually doing a mega-event crossover, I would just put down an edict where I would ask top creators to tell the best Justice Society, Captain Marvel, Booster Gold, etc, stories they can think of without any regard for the future (I would actually want to do this with the Big Three, but I think I prefer the soft-reboot method with them). As a result, certain characters would retire, lose their powers, die, or just disappear to clean out all the clutter. However, still recognizing that these characters have a fanbase and possibilities for new stories, I'd create three alternate world books in which the other DC heroes are nothing more than comic book characters....
Justice Society of America
A "new" JSA must come to grips with inheriting the legacy of their World War II era predecessors, and mysteries about what happened "back then" would rear their ugly heads on the current team.
Shazam!
An enclosed Fawcett Universe, that can be kid-friendly or perhaps more in the spirit of the early issues of Spider-Man.
A Team Book Featuring Booster Gold and The Charlton Characters
This would be a comical riff on Watchmen and also very much in the spirit of the current Booster Gold series and Formerly Known as Justice League and played for laughs, although the lone exception would be the Question (Vic Sage) who would be played totally straight
That's less than twenty, but I guess I'd want to leave room to think about the remaining titles.

Well if I'm limited to 20 titles, then they'll all be $3.99 with co-features.
Batman; co-feat. Robin - Starring Dick Grayson, I guess. With Damian Wayne starring in the co-feature with his own little adventures or behind-the-scenes activities of the main stories.
Detective Comics; co-feat. the Question - Keep to the current formula, starring Batwoman.
Red Robin; co-feat. Batgirl - Tim Drake's book, with whoever ends up being Batgirl.
Gotham Knights; co-feat. the G.C.P.D. - Starring an ensemble cast of Gotham's notable characters (Catwoman, Jason Todd, Azrael, Jason Bard, etc.) with a Gotham Central-like co-feature.
Superman; co-feat. Guardian - Starring Superman again, and the co-feature would have a deeper look at Guardian and the Science Police.
Action Comics; co-feat. Captain Atom - Superboy and Steel would be the main focuses of the main feature.
Supergirl; co-feat. Nightwing & Flamebird - I've become a fan of Thara and Chris, so I'd like to see them continue.
Justice League of America; co-feat. Aquaman - Aquaman needs a regular feature somewhere. This seems like the best place. And here's a thought... let's have the JLA writer actually be able to write their book.
Justice Society of America; co-feat. Hawkman - Hawkman only barely got edged out of his own title. Had I gone up to 25, he'd probably have gotten one.
Flash; co-feat. Pied Piper - The main feature should focus on both Wally and Barry, and with Pied Piper starring in the co-feature, we'd still get some regular Rogues fun.
Green Lantern; co-feat. the Green Lantern Corps - Have the main feature giving attention to all four of the Earth Lanterns while the co-feature focuses mostly on alien ones like Kilowog, Vath Sarn, etc.
Wonder Woman; co-feat. Donna Troy - Force some writer out there to actually come up with an idea of what to do with Donna Troy. Probably one of the biggest challenges in comics.
Birds of Prey; co-feat. Manhunter - This book should have never been canceled, so here it is again. Manhunter fits better starring in a co-feature than a member of the team too.
Teen Titans; co-feat. Ravager - No changes here. Just... write it better, please. That and put Superboy and Kid Flash back in there.
Green Arrow; co-feat. Connor Hawke - Move Black Canary over to Birds of Prey. Not that she can't still appear here from time to time.
Secret Six; co-feat. Doom Patrol - A weird pairing, but they're both weird and quirky teams.
Booster Gold; co-feat. Blue Beetle - Again, keeping it to formula.
Zatanna; co-feat. Etrigan the Demon - Flagship title for the magic corner of the DCU.
Checkmate; co-feat. Suicide Squad - Get Rucka or Trautmann back over here and continue this great series!
Brave and the Bold; co-feat. Atom - When being limited to 20 titles, can't argue with making one of them kind of a variety book.

Two of the best titles that never got a following!
I would actually expand the line rather than trim it down. 20 titles is less than most indies publish, and I surely wouldn't want DC to become smaller than IDW.

I love these...so here we go...
1. Action Comics: Do a Superman Story, plus DC Space backup(including Corp), Plus Supergirl, Mon-El, and Guardian (I like them in Superman right now)
2. Superman(Pretty much says it all)
3. Detective Comics: Do a Gotham story(you know, Nightwing, Batwoman, The Question, Gotham Central..the such) plus either a J'onn J'onz or Manhunter backup
4. Wonder Woman Like Superman above
5. Justice League of America. The constants are Superman, Wonder Woman, and whomever is Batman this month...with a GL on the team, a Flash on the team(prefer Barry), Vibe(?), Martian Manhunter, Vixen, and Firestorm. People can switch homever they like
6. Justice Society of America: I'm not gonna knock what they've been doing.
7. The Flash: Wally West is The Flash....DEAL WITH IT :smile:
8. Aquaman: Garth's Adventures as the new King of the Seas
9. Black Canary & Green Arrow: Says it all in the title
10. Batman: Same here...hopefully with some Robin (Damien) mixed in
11. Legion of Superheroes(Lobo! Backup): Get a serious story..get a Lobo story
12. Teen Titans(Damian, Ravager, Jaime, Wonder Girl, Conner Kent, & Kid Demon...with whomever else rotating in and out)
13. SHAZAM: The Adventures of Captain Marvel: All the stories of the Fawcett'verse here.
14. Green Lantern: Hal Jordan's adventures
15. The Blue and The Gold: Booster/Ted together, doing their thing

This is a tricky one, as 20 comics published forces a pretty strict and ruthless methodology for selection, but I think with the reintegration of back-ups, it's actually quite feasible. For starters, I think some of the greatest titles need to stick around or even come back, and some titles clearly can't be going anywhere. That being said, I don't think there needs to be 10 Bat-Books, 7 Super-Books and so forth. I'm not talking minis though ... the year can be peppered with 3 to 6 issue mini-series spotlighting some lesser characters, and external non-DCU Continuity stories (like OGNs) would still be produced, here and there.

This is nearly perfect for me except i wouldn't have two western titles instead i'd have a team book that possibly rotates between a few different teams and instead of the elseworlds and multiverse books i'd keep only one and have the other as a villian/checkmate type book...
instead of from beyong to unknown and 4th world comics i'd have one comic focusing on the cosmic characters and then that would free up a space for a DC universe book which would focus on shaping the universe as a whole and possibly be the event book when things happen...

Here's how it should be done.
We split up DC's offerings into two lines. One line will have heavy, rigorous continuity, in which characters will age in real time and anyone who dies will stay dead. The other will have only light continuity, characters won't age, and in general just about anything goes. Neither line will be aimed primarily at mature or juvenile audiences, but I imagine we'd want to go easy on the graphic disembowelments in the second line. The advantages of this setup are that you can have powerful stories in which permanent change happens (note that the titles listed for the first line don't mention any individual characters by name), but you don't need to worry about ruining your licensing properties in doing so.
First line:

I'd have a number of characters featured in back-ups for the books. These would include Supergirl, Superboy, Red Robin, Catwoman, Hawkman, Animal Man, the Atom, Blue Beetle, the Green Lantern Corps, Green Arrow, Metamorpho, Black Lightning, Stargirl, etc.
Justice League would truly be the cornerstone book of the entire DCU, with characters from other teams serving as "ambassadors" to the team for information-sharing purposes--characters like Cyborg or Dr. Mid-Nite or even a Legion rep. There'd be a small "set cast" (NOT the Big 7, though some of the characters could be involved) and missions would pull characters from everywhere, including the Milestone and Red Circle characters.
Adventure Comics would be the "DC Showcase" featuring characters and/or teams that didn't have their own titles or back-ups. Legion of Super-Heroes would show up here, as would characters like Jonah Hex, Blue Devil, Firestorm, Zatanna, Frankenstein, etc.
Fawcett Showcase is all about the Marvel Family, as well as other characters like Spy-Smasher, Ibis, Mr. Scarlet, or the Bulleteer.
Charlton/Red Circle Showcase will be home to solo stories on folks like Captain Atom, the Shield, Peacemaker, Nightshade, the Web, Hangman, Judomaster, etc.
Quality/Milestone Showcase will be home to stories featuring Icon, Uncle Sam and the Freedom Fighters, Hardware, Plastic Man, Xombi, etc.
I really like your idea to have a Fawcett and Charlton Showcase. I like your whole list in general. If we are trying to cut the fat like the op said to, I think this is a good concise list. It's got the main guys and teams, and the others can be featured in the showcase titles and detective or action.

Could flesh out more about Saint Walker, Ganthet, etc. and I'd keep Agent Orange as a foil to the Blues.

That would be the entire purpose of this book. Perhaps, we could have them go through the multiverse just to muck it up, and have some unnamed hero trying to fix this. This book however would be a lot better written than Hulk. Plus Jason would wear the "Gatman" outfit.
Misc.
19) Tales from Infinity Earths - New Comic would feature stories from the other 51 Earths. Earth 2, Earth C, Captain Carrot. Etc. Also characters from the multiverse would team up (ex. Earth 2 Robin teams up with Earth D Superman).
EVENT
20) Unnamed Event Book. If an event goes down, it goes down here. Blackest Night, Final Crisis, COIE, . Also all events would not require that you buy excess books (i.e. Blackest Night: Superman). Instead, they would occur in the ongoing title itself.

The idea would be for feature A to start out as a 5 part story, with feature B starting out as say, 8 parts and rotating to the lead feature after feature A ends. and continue rotating the back up to the lead as the lead ends.

Crap, just realized that I left out DOOM PATROL!!
If I could squeeze in a 21st title, it would be DOOM PATROL but minus the Metal Men feature. If there had to be a second feature to make sure the current team could keep up with the lead feature, I would suggest the following:
Using the second feature to feature stories of the Doom Patrol during its other incarnations for example the first revival with Celcius, Tempest, Robotman and Negative Woman before all the secondary characters were added.

would be to retcon Green Lantern Rebirth. Then I'd kill Hal Jordan all over again, in the bitchest way possible.
then I'd retcon him so he never even existed at all.
Then I'd make Kyle THE Green Lantern, like he's supposed to be.
Can we keep the Corps at least? I really like Killowog, I can do without Hal though, always thought Kyle was the more interesting of the two.

I enjoy the fantasy managing thing so here's mine.
Superman: A straight forward focus on Superman and his supporting cast.
Action Comics: The longest running comic has to continue, I'd give the title to the new Superboy story running in Adventure Comics with a back up for Steel because I just love the science guy who has earned the S on his chest.
Batman: Just take Batman and Robin and give it the Batman numbers. Super easy.
Detective Comics: Bat family, done by Dini, really whatever the hell he wants. Back up featuring Martian Manhunter (get Ostrander and Mandrake on it, their series was great and had a detective focus pretty often).
Wonder Woman: Same as it is now.
Flash: Wally West and the Flash family (including Barry) we have established since Crisis Wally is the better Flash, he's faster and more in touch with the Speed Force, Barry is the former mentor and dealing with catching up to now, and is also the focus of the back up.
Green Lantern: I'd prefer Kyle in the role, but I can't argue that the series hasn't been good once it got past Rebirth, so keep it as it is. Add a GLC back up, since have to make cuts. Same teams as are working on them now.
JLA: Remember the runs from Morrison to Kelly? Where they reflected the huge changes but kept the team they wanted? The writer gets that freedom, and hell let's make it McDuffie again, I want to see what he can do with HIS team. No back up, every page dedicated to JLA awesomeness.
JSA: Really JSA isn't broken, I'd get a different writer though, maybe James Robinson if he can channel the Starman vibe onto this, he did help launch the series after all.
Teen Titans: With the line up of Superboy, Wonder Girl, Kid Flash, Static, Blue Beetle, and Miss Martian. Plus a few more to the writer's discretion. Make the book fun again while dealing with the relationships of the characters.
The Brave and the Bold: Current format, random team ups that last as long as they need to, usually one shots preferred sometimes up to three issues.
Those are the MUST have books for the DCU as of right now. I'd also have...
Secret Six: It's this or Suicide Squad, and I think this is much more fun. It helps that it's one of the few DCU books I buy regularly. Back up feature the Suicide Squad, I'll have my cake and eat it too.
Static: The character had his own cartoon show that is still being aired by Disney XD, he's very popular, and may be the sole reason DC got access to the Milestone characters. McDuffie said he wanted Gail Simone to write this, so get her or have him do it himself. The back up features whatever Milestone character McDuffie thinks should fill it. (I'd vote Icon if he isn't put on the JLA).
Birds of Prey: I was just rereading issues from this last night, the DCU needs a book that has women who kick ass and don't just fawn over the big tough guys. This is where they reside. Manhunter back up.
Legion of Superheroes: I don't get the love for the title, but I know there's always clamor for it, so add it in. Back up of the REBELS same team on it now.
Jonah Hex: There's a movie coming out even, come on you have to have the actual title out there. Plus it's a solid read every time it comes out. Wouldn't change a thing with it.
Hawkman and the Atom: The main cast would be Hawkman, Hawkgirl (why isn't she Hawkwoman?), and Ray Palmer. I'd beg Kyle Baker to start the series off, because his work on Wed Comics has been fantastic. The back up would feature Ryan Choi the current Atom.
Booster Gold: Same formula as now, keeping the Blue Beetle back up.
Shazam!: I'd have Mike Kunkel continue what he was doing with Billy Batson and the Magic of Shazam. One of the best versions of Captain Marvel since DC bought the character. Out of continuity (Cap can be put on the JSA to compensate for the continuity buffs) but it was so well written and drawn I can't think of a better place for it. Back up of Supergirl done by the Wed Comics team.
Zatanna: For no reason beyond the fact I want to see Dini write her. Back up, the Guardian (from the Seven Soldiers mini, the concept has so much room to grow it's a shame it or any of the other books were ever made into ongoings).
