Those are the ones that resulted in pregnancy anyway. I don't think she slept with Xander because it seemed to be her first real relationship and not social rung climb. I'm thinking of the frat episode of Buffy there.

I generally under the impression she was a virgin on BtVS - Buffy and Willow seemed to regard her as kind of slutty, but I think it was strongly implied they were wrong about her.

I think what happened is that when "Angel" was created, the writers sort of informally aged the character to correspond with the more adult nature of the show and the fact that Charisma Carpenter was ten years older than her character. So they never bothered to tell any sort of "Cordelia's first time" story as they did with Buffy and Xander and Willow, and just left it as something that had happened at some point in the past.
