Tough call, but Vulko shows that not everyone is in fighting shape in Altantis... so I'll toss my vote in for the Amazons.

I have no idea who'd win but it'd be an interesting confrontation!

Though that does remind me of something i've thought for a long time:

Considering the effort Gail has put into developing Wonder Woman and the Amazon culture it has made me think that she'd be great at writing Aquaman and likewise developing the Atlantean culture.

I know a character like Aquaman pretty much needs someone like Geoff Johns or Grant Morrison to relaunch him in a big way but I can think of no one better than Gail to take over the reins and run with the character afterwards.

Thing about Atlanteans is that they aren't just one place. They're like ancient greece, in that they're a number of city-states with their own philosophies and cultures. Hy-Brasil, for instance, is definitely Spartan in terms of military strength and ethos. To put it in perspective, it would be a ancient Greece, with technology from Krypton, magic from Avalon and each individual citizen capable of lifting at least a ton.

Able to summon tidal wave at will is pretty tech if you're fighting people on winged horses.

And your right, but I mean is that having one guy who can lift a ton is pretty formidable one on one. Amazons are better fighters, but Atlanteans have numbers on their side. And they're equal in strength.
