I think Nick Fury misunderstood what POTUS was doing in that cabinet meeting. When Nick came out, he kept saying that the men in power were given the information, and they were sitting on it in favor of displomacy.
What I think happened was not that at all. I think the President had listened to that Industrialist pressure group who said "We have to wittle down the capes, so lets pay to have the Von Badass equip the bad guys and get them to kill them". I think this was done because of the Philadelphia bombing, and the Enemy of the State Wolverine disaster, where nearly all the powerful men in America had to hide in holes, as Wolverine, just one of these capes, went on a killing spree to get at the President, and in the mean time killed thousands just by himself. Then, a horde of these capes attacked after the Hand made Zombies of them, stole Reed Richards 8000 ideas from his secure Baxter Building, and was going to destroy the earth entirely.
I think the President agreed that something should be done to get rid of the capes, and when the Latverian option didn't work (Secret War), and the Hulk killed 26 in Vegas, and another 900 died at Stamford by the New Warriors, then POTUS couldn't wait any longer to do something about the capes. They made sure none of them was going to be anymore trouble, by implimenting the SHRA.
Also, we have to admit now that the security of Reed Richards tech is ludicrous - First there was Wolverine, who took 8000 ideas of Reeds when he broke into the BB. Then the Punisher broke into the BB and took the plans for the 42 breakout. Then the Skrulls entered the BB and destoyed it sending half of it to the Neg Zone, and then Norman Osborns HAMMER cut the power to the BB and sent a machine haywire.
It's no wonder Reed Richards behaved the way he did in the CW, because he knew he couldn't keep his ideas secure from anyone. He had to cooperate with the government on the SHRA just because he would be targeted next, by the government, if he didn't.
