We met them before Civil War and during CW, in Initiative, and suddenly, Hydra agents are emerging from that Skrull Shuttle in SI #8. Is it any wonder Nick Fury froze when he saw those Hydra agents, then left abruptly? Where has Hydra been evident in the books?

Going back to before Civil War, Hydra reared it's ugly head when Parker Robbins turned down a recruitment drive in 2002, then again when Baron Struckers second wife Madam Hydra and Gorgon got Wolverine to attack the POTUS. During Secret War, Nick Fury was disgraced and replaced by a front person designed to fail. Later Hydra bankrolled the TBolts and Spiderman and the NA fought off super human duplicates of Cap Thor and others. After the second Black Widow (apparently a clone) was burnt badly, it was Hydra that transformed her into an Adaptoid, and when she wanted to back out, Hydra terminated her.

During Civil War, Cap was ambushed by Hydra agents and Cap was suspicious it was Tony Stark that tipped them off.

After CW, Hydra again targetted POTUS but were thwarted. The whole Initiative Ms Marvel arc was started because Iron Man got Carol to chase after AIM, a subsidiary of Hydra.

After WWH, Senator Woodman was found to be the head of Hydra, until Hardball killed him, and now Harball is apparently the new Head OF Hydra. Also, the Initiative go to attack Hardballs headquarters.

During SI : Ms Marvel , Carol arrives to see the creature savagely kill a bunch of Super-Skrulls before it exhausts itself. Carol blasts the creature and discovers that it has a Hydra tattoo that the other Skrulls don’t have.

Now, suddenly, Hydra agent Bob has found his way back into Deadpools life, hired by Norman Osborn.

Since the Dark Reign began, Nick Fury has done a thorough investigation into the whereabouts of all Hydra sections, and found that SHIELD was created as a diversionary response to Hydra; an organisation that will never really be beaten, ans still has the Red Skull as one of it's operatives.

Through the whole Death of Captain America saga, the Red Skull has set up the downfall of America; an elaborate plot over 25 issues, that ultimately was foiled by a foolish female? Maybe Sharon Carter wasn't the one who did. Maybe Faustus sabotaged that device, or Arnim Zola. Arnim Zola also cloned the Strucker twin in TBolts, so there is a definate Hydra link through all this.

How much has Hydra been playing the MU?

In The Immortal Iron Fist Hydra attempted a hostile take over of Rand corp when Danny refused to sell a company owned by Hydra Rand Corp train tech. It turns out the leader of this Hydra cell, Xao, was shown to have a connection to the City of Kun Zi which is ruled by a menacing figure known as Crane Mother. Xao is attempting to use Rand corp train tech loaded with explosives that will destroy the 7 cities of heaven which have joined for the Tournament. Danny destroys the train with a massive Iron Fist that protects him from the explosion. He and the 6 other Immortal Weapons fight against the hordes of Hydra, and when Danny corners the leader of the cell Xao he throws himself off of a crane into the abyss stating before he jumps "There is an eighth city , Daniel Rand"

The following story arc features an entity Chi Lin, who has his own empowered Servant who has killed nearly all of the Iron Fists before Danny. These figures are Connected to the mystical 8th City of Hell, which has been used as a prison dimension by the city of Kun Lun in which it's monsters, demons, criminals, and political prisoners when Tyrants were in power, are sent. Danny is told by Davos (who is making his attempt at reform) that though this is supposed to be a one way dimensional gate there is likely a way to escape, and the new leader of Kun Lun (Iron Fists master Lei Kung the Thunderer) wants Danny to free the political prisoners sent there unjustly. The weapons open the gate and fall through solid earth into Hell and are taken captive, and subjected to an endless gauntlet of battles against all manner of creatures. This is where we last saw our heroes, beaten, tired, and held captive in Hell.

Though it isn't entirely clear, there does seem to be some kind of connection between Hydra and these other worldly powers.

Now we learn that Norman Osborn is using former Hydra agents in HAMMER, it all makes sense that they tried to off Maria Hill in IIM, and Spider-Man and Carol in Ms Marvel. If Fury thinks Hydra has links with SHIELD, Nick shouldn't go any futher than a wire tap of Dark Avengers #2.

Also, when John Aman, the Prince of Orphans, chased after Orson Randall, he was working with Hydra operatives.

Hydra may appear be a dysfunctional uncoordinated mess, but they seem to be into everything. Even Ms Marvel found a Super Skrull that had a Hydra label on it, and that isn't even being addressed in her book. Carols book just seems to be a mess right now.

Edit : Also, I just realised, all of those examples by Goliath were created by Hydra:

Philly was by the Red Skull, a Hydra affiliate
Vegus was the Hulk defusing a Hydra Gamma bomb
EOTS was Hydra sending Wolvy after POTUS.

So maybe Mark Millar was giving us a hint of what was to come, by pointing us to the villain in all this. Maybe Hydra didn't cause Civil War per se, but they sure as hell created the climate that made the SHRA possible.
