In short, here's what happens:
Brother Blood, due to chaotic events in Reign in Hell #4, escapes from his imprisonment in hell. In his opening soliloquy, he makes a point to mention that he is a servant of the demon lord, Trigon.
He runs into Kid Eternity, who sent him there in the first place, and tries to kill him, only to be temporarily thwarted by his opponent's summoning of the spirit of Aquagirl, who briefly protects him and then fades away.
It is revealed that Kid Eternity's powers are waning, and both he and Brother Blood are teleported to Earth, right outside the Titans Tower.
Here, we are greeted by part of the new Teen Titans line-up: Bombshell, Wonder Girl, Blue Beetle, Red Devil, Misfit, and Traci 13. They fight Brother Blood, whose vampiric powers allow him to temporarily steal the superhuman abilities of others. He makes fair sport of the group, holding his own against the six of them.
Misfit teleports the clearly injured Kid Eternity to the sub-basement, while Brother Blood latches on to Red Devil and begins to suck his blood. He violently reacts and is sickened to find that, by drinking Eddie's blood, "tainted with the power of Neron." This incident curiously to depower Eddie, who is now seemingly human again.
Brother Blood teleports away, leaving Wonder Girl asking Red Devil about his connection to Neron. Later, Brother Blood appears in New Castle, New Hampshire, greeting one of his former cultists, a rich young woman named Elaine. He claims to be "the only truly infernal creature of Earth."

Overall, I was quite pleased with the tone of this issue. Things are really getting set up nicely. The new artist, Fernando Dagnino, is also quite talented.
How will Cassie react to Eddie's deal with Neron? Are Traci 13 and Misfit here to stay? What about Kid Eternity?
