From the most recent solicitations:

"Norman Osborn may be in charge of the world"

"Norman Osborn is ruling the world!"

"greatest mortal power on the planet -- NORMAN OSBORN!"

"Norman Osborn's shadow government"

Me, I don't get it. I thought he was only put in charge of SHIELD? And as far as I've understood, SHIELD is a peacekeeping NON-political, non-partisan organization. How does that put Osborn "in charge" or "ruling" the world? Nick Fury was head of SHIELD and he never ruled the world or had a shadow government?

It's like they're writing it as if Osborn is the President of the US or something, when he only got the SHIELD post, didn't he?

Or did he also become POTUS at some point that I missed?

Also, isn't this kind of a rehash of Lex Luthor being POTUS anyway?

HAMMER, not SHIELD--basically the same thing though. And no, he's not the President. However, we KNOW how powerful Nick Fury has been in the class. He does sh!t without telling the President. Hell, he waged a war on Latveria using brainwashed superheroes (Captain America, for God's sake), and only TWO Americans actually KNEW about it.

Nick Fury has been able to get away with doing shadow ops, yes, but so has Wolverine and Wolverine isn't "ruling the world"...

Is whoever runs Interpol in real life "ruling the world"? I don't get it. I mean Osborn is just in charge of an international police outfit. How does that make him "ruling the world"? I just don't get it.

It's a comic book. The technology behind SHIELD/HAMMER is far more advanced than anything in the real world, or in the public of MU.

Plus, Wolverine is a only good at killing people.

The second SHIELD was put in charge of the 50 states initiative there was no way it was a non-political international organisation. Simply cannot be. It's american now and it's odd that Marvel completely ignores that fact. Well, not that odd, comics have always been americanocentric so the general line of thought seems to be: "Screw the rest of the world, just ignore that shit".
It's also unlikely that it is bipartisan these days, because the SHRA would be exactly that kind of situation that would have dems and reps quibling with eachother, accusing eachother and would be used in elections.

That being said, in our reality the only nation in the entire world that cannot be held accountable by the international court is america. American soldiers cannot be judged by the international court for warcrimes. Bullying the rest of the world into submission works wonderfully if you're sitting on a stockpile of nuclear weapons, or in this case a truckload of superpowered soldiers.

So in that light yea Osborne rules the world. He can get away with pretty much anything if he can wrap it up neatly in political terminology.

But a) Wolverine doesn't show any interest in ruling the world, and b) Wolverine has never run SHIELD.

SHIELD are a bit more menacing a size of an organization than Interpol, though.

If Osborn was appointed by the POTUS, doesn't that mean he's working for the POTUS, and thus is a subordinate of the POTUS? If the POTUS is Osborn's superior, doesn't that mean POTUS, rather than Osborn, rules the world?

Didn't the UN once sack the Avengers during AD. In any case I don't agree about your world view on the US and soldiers not being prosecuted in the MU. I think the MU is quite different enough that the US is sensitive to what other countries think. I seem to remember a case where Iron Man went into China, and the Chinese found out, and sent an attack jet fleet to shoot down the Heicarrier, so I don't thenk the US is all that exempt from anything.

But I agree that Osborn in charge of the Initiative, and all those super humans, and US security, and powers to hunt down whoever he wants, (legal or otherwise), makes Osborn one of the most powerful men in the world, until he gets caught out. His whole premise is that he stays in power, as long as the house of cards doesn't fall down. And Osborn is living in a house of cards.

He wasn't impressed with Stark either......until Stark arrested him.
