Being such a long series, the Simpsons have had an incredible amount of foes. Who were(or are) the baddest of the bad?
My list:
1. Sideshow Bob
2. Russ Cargill
3. Kang and Kodos
4. Mr. Burns
5. Sideshow Cecil
6. Fat Tony
7. Hank Scorpio(the most likable and my favorite, but not very villainous to Springfield. Still, he gets points for trying to rule the world.)
8. Snake Jailbird
9. Frank Grimes Jr.
10. Rex Banner

I used to love Sideshow Bob, but the more he shows up, the more watered down and played out he's become. It used to be an occasional big deal; now it's like a mandatory event every season.
Mr. Burns is still Springfield's archnemesis.

Im still waiting for the ultimate bad guys to show their true colours. Karl and Lenny have got a masterplan to rule the world.

I must have missed the episode where Sideshow Bob actually succeeded in killing Bart. I do remember Mr. Burns blocking out the sun. Also, Mr. Burns is a member of Springfield's Republican Party.
Hank Scorpio is cool, but his episode wasn't set in Springfield so obviously he wouldn't have been much of an evil presence there.
Really, if we're talking about a nemesis for Bart and the family, it's Sideshow Bob. But for evil in the city, it's Mr. Burns.
He's not really good at being evil, though.

Gerald (aka The Baby with One Eyebrow), Maggie's archenemy. True evil starts as early as possible (as evidenced by Stewie on FG.) Who knows what he'll be capable of once he can walk and talk?

Mr burns killed rare animals to make clothing and was going to slaughter a family of cute puppies to make a suit.
He pulled the plug in his own mother and then was unhappy when she pulled through. He also pulled the plug on homer because it was costing his health care to much money.
He had smithers try and run down poor little ralph with the car because ralph poked his arm and said "your it".
He stole a sucker from little maggie.
And thats just off the top of my head, is mr burns isnt evil then I dont know who is.

And Burns did? He tried to kill Bart once, and he failed even worse than Sideshow Bob. At least Bob has a record of intelligent criminal acts, and almost destroyed Springfield numerous times(as has Burns, but he appears more often than not, and almost always doesn't do anything spectacularly evil).

He's evil, but his crimes aren't as bad as most other villains on that list.

1. Hank Scorpio. He needs a new episode badly. He is also one of the only truly successful villains.
2. Sideshow Bob.
3. Snake. He is my favorite character in the Simpsons. Plus he actually has a pretty large body count and appears to be able to leave prison at will.
Snake: "Ha! I'll be out in 24 hours!"
Chief Wiggum: "We'll try to make it 12."
Also he was on the top of the Quick-E-Mart shooting people. That is vreally villainous.
4. Mr. Burns is more of an evil boss character who occasionally does things like block out the sun and steal candy from babies. Physically a bady could take him. In fact a gentle breeze could...
5. Fat Tony. I don't really like him, but he is Springfields mafia boss.
6. The Chinese Mafia.
