Superman. no contest.
This guy has 8 or 9 movies now and a very successful animated tv show +JLA and JLU.
I know, you never asked about movies,
To the question at hand. Superman is pretty much revered by every hero in the DCU.
Captain America, maybe a hand full of people look up to him, but people also look up to iron man, wolverine, prof x, Thor. Too much competition for cap in the MU.
Superman is much more inspirational methinks.
They think they can take metropolis? Not if i have anything to say about it.

.
More then a "hand full" of people look up to Cap. He's the most emulated Hero in the Marvel universe, he's respected by people who consider themselves peerless (Dr. Doom) and his force of personality is enough to gain the attention of cosmic level beings like the Beyonder and the Gods (Hercules has commented on how he's well respected amongst the Olympions).
I think Cap is the more inspiring of the two, because that's his thing.
Superman on the other hand is well known on a universal scale for his heroics.
On the other hand Superman is well known to the

I am only basing my views on this question on my reading. I have read tons more superman than captain america. so no offense to cap fans.
I do,collect the current cap title:)

Is there a group of teenagers in the future gathered from around the universe who became superheroes to honor Captain America? I think that answers your question.

Well , the leader of the guardian of the universe in the marvel 31st century , Vance Astro was inspired by captain america to be who he is , does that count ?

also the book of anthos (sp) was written by aliens and talked about caps shield as being an ultimate weapon simply because it was caps. and people across several galaxies knew about it. thats more than some teens on one planet

Superman is the more revered in his world on a galaxy wide scale thats whats DC is really about after all BUT i agree and feel that Cap is the more inspiring he isnt some nigh invincible super being he is just a human man who sees things in black and white while both will risk everything for the cause i see more respect for cap. he is probably one of the Avengers and the MU weakest members as a major hero but gods like Thor or Loners like spidey or wolvie will follow wherever he leads.
Its actually exactly how i think about Batman in the DCU
Superman, while a good person who only wants the best, whole premise of respect in the DCU is based on his power and how he chooses to weild it while caps is based on a man and the force of his personality and leadership a man who will do everthing for the cause of right in his eyes he (Steve Rogers) died for it after all.

As far as universes go, it's Superman without question.
But as far as respective Earths go, you can make a damn good argument for Cap -- his WWII "greatest generation" hooks a lot of people, and his status as one of the world's first superheroes may carry a bit more clout than Clark, who is predated by the JSA at the very least, any 70's heroes I don't remember about...

No doubt, Superman. He's more recognizable around the world. More people know who is Clark Kent than Steve Rogers. More people can tell you who is Superman girlfriend (wife now).
I must say I like both Superman and Captain America.
EDIT: After re-reading the question in the first post:
in their respective universes, who is the biggest icon: Superman or Captain America?
the right answer they are equally iconic.

Both are admirable characters with well-deserved popularity in their respective worlds.
But for sheer "iconic recognition" even to the farthest reachest of the globe, you can't top Superman.

I suspect that Captain America is somewhat less inspiring to heroes in other parts of the world. The same might have been true for Superman if he had a more nationalistic name, like Super-American.

It's no contest: Superman. His symbol is already known throughout the universe and we've seen his influence on the future.

Cap is more approachable 24/7. Superman disguises himself as Clark Kent half his day.
My answer: Cap.

Now that he's found himelf 'officially' in the universe, I'm surprised no one's mentioned the true icon in the DC world, namely--
Icon.
Of course.
Just thought I'd mention it...!

it all depends on who you like more i think.
i like superman but i love captain america [his costume and that shield are second to none in my book] and what he stands for which is also pretty much the same thing superman stands for.
but i really like shazam better than superman.
