hm Its a bit hard the tell sense the color of the character isnt exactly present...for some reason Black lagoon comes to mind but I don't think shes from that anime....who knows if she is in one at ALL!?

It's not from a specific anime. After a few minutes of digging, I discovered it was apparently a trace-job of another pic, and then reworked to include things like the tie/hat/etc.

Probably because tracing another artist's work to create something you claim as your own is a cardinal sin in the world of illustrators. You can get away with tracing a photo, but tracing another man's lines is a serious no-no.
