I've seen top talent wind up in this situation before. They land an assignment on a popular team book only to find that most of the current and classic roster of the team is not available for them to use.
In the spirit of Cap's Kooky Quartet and the Justice League International, your mission is to name a team or two and fill its roster with as few current or classic members as possible.
Here's my stab at this, pre-first cup of coffee:
FANTASTIC FOUR
Bentley Wittman (aka the Wizard) (I like taking characters with a streak of obsessive envy and forcing them to put up or shut up)
Sharon Ventura (in her Ms. Marvel persona, now Ms. Fantastic)

The 4man. (Mystery character. Hint: He is a Richards. However, there are shades of X-Man in there. Plus, the pun is irresistible.)

How about a Thunderbolts made up of villains so bad that not only did no one want to re-use them, no one even bothered to have Scourge kill them off?

It could be Marvel's version of "the Forgotten Villains."

I would love to have an X-men book where I wouldn't get stuck with Wolverine. (Although I think a lot of this exorcise is an effort in definitions, after all would Emma Frost be considered "classic" at this point?)

I'd likely go ahead and revamp Titans and use the Avengers/X-Men as a mold. Robin needs a guy to question his leadership of the team. And who better than a boy years from his own time like Timber Wolf. Who will have that Hawkeye/Wolverine type challenge to Robin in battle at times.
Connor Hawke will use his name now and his uniform change will see him go into a more Storm Shadow type costume with arrows on the back. Mia (Speedy) will be his gf who pushes Connor to join the team since well....Connor basically wanted to retire awhile with her and relax. He even muses in one issue about how he and Mia had plans to open a Florist shop .
Buddy Baker's son starts to exhbit powers like his dad but has trouble controlling them at times. And tapping and leaving the powers. He visits the Titans and asks them to help his son learn.
And well...Kid Lantern is a personal fan fiction character I have always loved. And with so many character sidekicks...well why not ?

....I don't know much about the Vigilantes, except for the first, so I'll take your reccomendation.
Whomever is the new 7SoV Vigilante, however, will have to wear a cowboy costume on a motorcycle.

A take on the Fallen Angels (http://en.wikipedia.org/wiki/Fallen_Angels_(comics)) - cept these are teenage Marvel heroes that have died and returned.
Alex Wilder finds the dead teens in different forms of afterlife and tricks them into returning to earth with him. Using his experience and knowledge of the Marvel Universe once again he convinces them to become superheroes again. What they don't realize is that they are acting on behalf of the Gibborim.
Skin - although this is AoA Angelo, died in an alternate earth which was then itself erased. The surviving Generation X members assume he's the same Angelo they remember, but he's colder, more willing to kill.
Hornet - really doesn't like Wolverine.
Namorita - escaped a hell styled after Hades and whose powers are no longer aquatic based, but necro-pathic.

The Secret Six are all supposedly killed after a huge explosion/cave-in/orgy, and the impetus exists for a new team to be put in place:
- the new Captain Boomerang, to keep the kind of tenuous connection to the Suicide Squad that Deadshot had provided
- Anarky, the original one, who would struggle to work within the confines of a group, for obvious reasons (not sure what the hell they plan to do with the character when they bring him back, but I don't really care)
- Livewire, mostly because she'd be funny as hell
- Golden Glider, as she was a traitorous bitch
- Fatality, in order to provide a powerhouse with room for character growth
- Nite-Wing, as lame as he is, would be the new "morally conflicted murderer" who believes himself better than the rest

Yeah, I like her a lot, although, I had to drop the exclamation point from her name...it's actually Bling!. Ugh.
She's not been around much lately, but basically, she's got the power to be made of diamond and shoot diamond shards. Her powers aren't the greatest, but I really like her personality.

She was one of my favourite additions during Milligan's run. But then she came on to Mystique and I guess the X-office can only have one token lesbian in the books.
